About this file
This is an attachment defining generator maintenance consumables and clarifying which components are billable under preventive maintenance versus unscheduled repairs for the Department of Veterans Affairs' generator and automatic transfer switch maintenance contract.
The Contractor is required to provide all low-cost, routine-replacement consumables at no additional cost to the Government as part of scheduled preventive maintenance activities. Consumables include filters (oil, fuel, water separator, air intake, crankcase breather, and coolant), fluids (engine oil, coolant/antifreeze, and DEF where required), and minor wear items such as belts, hoses, clamps, gaskets, seals, indicator lamps, and low-value fuses. High-dollar components are explicitly excluded from consumable classifications and must be processed under the Unscheduled Repairs CLIN. Excluded components include electrical and battery systems (battery banks, starting batteries, chargers, rectifiers, and major control wiring), generator major components (alternators, voltage regulators, controllers, governors, ECM/CPU modules, and major sensors), engine and mechanical assemblies (turbochargers, radiators, water pumps, fuel injection pumps, and exhaust assemblies), ATS and switchgear components (contactors, transfer switch logic boards, breakers, and protective relays), and structural components (sound attenuation panels, housings, and mounting frames). Replacement of high-dollar components requires an inspection and written diagnostic report, an itemized repair estimate, and prior written approval from the Contracting Officer's Representative before any work is performed.

Attachment B Generator Maintenance Consumable definitions and clarifications
MATERIALS, CONSUMABLES, AND REPLACEMENT COMPONENTS
Contractor‑Provided Consumables The Contractor shall provide all low‑cost, routine‑replacement consumables required to perform scheduled preventive maintenance (PM). Consumables are defined as items that are expected to wear, degrade, or be used up during normal operation and are replaced at predictable intervals as part of PM activities. These items shall be supplied and installed by the Contractor at no additional cost to the Government.
Filters The following items are classified as consumables:
- Oil filters
- Fuel filters (primary and secondary)
- Water separator elements
- Air intake filters
- Crankcase breather filters
- Coolant filters (if applicable)
Fluids Included consumable fluids:
- Engine oil
- Coolant / antifreeze
- DEF (where required)
Minor Wear Items Belts, minor hoses, clamps, gaskets, seals, indicator lamps, and low‑value fuses shall be replaced as needed during scheduled PM. These are classified as consumables and are not billable outside the PM CLIN.
High‑Dollar Components and Exclusions The following items are not consumable and shall be processed under the Unscheduled Repairs CLIN:
Electrical and Battery Systems
- Battery banks
- Starting batteries when replaced as a set
- Battery chargers and rectifiers
- Major control wiring assemblies
Generator Major Components
- Alternators
- Voltage regulators
- Digital/analog controllers or governors
- Engine ECM/CPU modules
- Major sensors, shutdown devices, actuators
Engine and Mechanical Assemblies
- Turbochargers
- Radiators
- Large‑diameter or major coolant hoses
- Water pumps
- Fuel injection pumps or common‑rail modules
- Complete exhaust assemblies
ATS and Switchgear Components
- ATS power contactors
- Transfer switch logic or control boards
- Breakers and protective relays
Structural and Enclosure Components
- Sound attenuation panels
- Generator housings
- Mounting frames
Requirements for Unscheduled Repairs High‑dollar components listed under this attachment shall not be replaced during scheduled PM. Replacement requires:
1. Inspection and written diagnostic report,
2. Itemized repair estimate, and
3. Written approval from the COR prior to replacement.
No high‑dollar component shall be considered a consumable for billing or performance purposes.
