About this file
This is a Sole Source Procurement Form and Justification document submitted by the Colorado State Patrol, CATPA division to procure services from Generation Schools Network for the Justice Engaged Students of Colorado (JESCO) Youth Violence Prevention Team initiative. The procurement encompasses the Lived Experience Immersion curriculum and facilitation services developed and led by Danielle Mason, with potential co-facilitation support from Adam Glasby. The project represents Year 2 of the JESCO initiative, which builds upon foundational work by expanding youth leadership opportunities, strengthening partnerships with the Colorado State Patrol, and broadening community engagement focused on youth violence prevention and auto theft prevention. The contract period runs from August 15, 2026, through June 30, 2027, with the sole source status approved by the Purchasing Director on July 28, 2026.
The total estimated cost for this procurement is $250,000, divided equally between goods and services at $125,000 each. Generation Schools Network serves as the fiscal agent providing administrative and contractual support, while the curriculum delivery is conducted exclusively by Danielle Mason under her leadership to ensure fidelity to the original design. The sole source justification is based on the unique nature of the curriculum as original work developed by Mason, combined with her specialized facilitation methodology and the legislative mandate designating Generation Schools as the lead entity for JESCO. The procurement is funded through the LEI Grant and is supported by the conclusion that no other entity possesses the authorization, curriculum access, or legislative responsibility to deliver these services.

Generation schools is legislatively tasked with leading the The Justice Engaged Students of Colorado (JESCO) Youth Violence Prevention Team (YVPT). This team is a youth-led, systems-informed initiative addressing the root causes of youth violence in Colorado. Generation Schools is uniquely able to provide the access to this group and to support their campuses for justice engaged youth. During Year 2, the project builds upon the foundation established during Year 1 by expanding youth leadership opportunities, strengthening partnerships with the Colorado State Patrol (CSP), and broadening community engagement efforts focused on youth violence prevention, including continued emphasis on auto theft prevention. Supported through the LEI Grant and administered by Generation Schools Network, the initiative continues to elevate youth voice, prevent justice system involvement and re-entry, strengthen trust between youth and law enforcement, and implement sustainable community-driven violence prevention strategies.

Sole Source Justification for Lived Experience Immersion
Sole Source Provider Statement
Curriculum: Lived Experience Immersion
Curriculum Developer and Lead Facilitator: Danielle Mason
Fiscal Agent: Generation Schools Network
Purpose
This document serves as the sole source justification for the procurement of the Lived Experience Immersion curriculum and its facilitation services.
Sole Source Justification
The Lived Experience Immersion curriculum is an original program developed by Danielle Mason. It is grounded in her professional expertise, lived experience, and facilitation approach, combining structured activities, guided discussion, and experiential learning to support participant growth and engagement.
Danielle Mason is the curriculum developer and lead facilitator for Lived Experience Immersion. A co-facilitator (Adam Glasby) may support the delivery of the curriculum; however, all facilitation is conducted under Ms. Mason's leadership to ensure consistency and fidelity to the curriculum's design. At this time, no other individual or organization is authorized to independently facilitate the Lived Experience Immersion curriculum.
Generation Schools Network serves as the fiscal agent for this work, providing administrative and contractual support for the delivery of the program.
Because the curriculum reflects Mason's original work and facilitation methodology, the services associated with Lived Experience Immersion are uniquely provided through her leadership. As a result, there is no other provider currently authorized to deliver this curriculum in its intended format.
Conclusion
For these reasons, Danielle Mason is the sole authorized provider of the Lived Experience Immersion curriculum and its facilitation services. Generation Schools Network serves as the fiscal agent supporting the administration of the contract, while the curriculum is delivered by Danielle Mason and her designated co-facilitator.
This sole source procurement is requested to ensure the curriculum is implemented with fidelity to its original design and intended outcomes.
