About this file

This is a Request for Proposals (RFP) issued by Mt. Hood Community College (MHCC) Child Development and Family Services (CDFS) Department for the procurement of general food goods to be delivered on an as-needed basis to the Gresham campus located at 26000 SE Stark St. Gresham, Oregon 97030. MHCC seeks to select one contractor for a 24-month period not to exceed $300,000. The college provides food services to 17 different sites across Northeast Portland and Gresham areas, serving approximately 1,000 Head Start children. The RFP includes an extensive pricing schedule containing over 100 food items and supplies, requiring vendors to provide unit prices and delivery costs. Delivery must occur between 7:30 a.m. and 10:30 a.m. The proposal submission deadline is 2:30 p.m. on November 30, 2023, with proposals submitted after this time kept on file but not considered for award. Bids should be submitted to Kara Carsner at Kara.Carsner@mhcc.edu or by calling (503) 491-7420.

Scoring of proposals will be based on price (40 points), written answers to a 13-question questionnaire (30 points), references (15 points), and a cover letter not exceeding one page (15 points). Vendors must provide three professional references from clients for whom they have provided similar services. Contractors are required to maintain commercial general liability insurance of not less than $1,000,000 per occurrence, automobile liability insurance of not less than $1,000,000 per occurrence, and workers' compensation coverage as required by law. The questionnaire addresses vendor qualifications, product quality, capacity for large orders, responsiveness to quality and logistical issues, produce sourcing, order placement methods, order cutoff times, ability to handle last-minute orders, company differentiators, and procedures for handling order discrepancies and quality issues. MHCC reserves the right to determine the most responsible bidder.
