This is a Performance Work Statement (PWS) defining the requirements for General Mission (GM) Dispatch Support Services in support of Commander, Naval Air Force Reserve (CNAFR). The contractor shall provide domestic and international flight planning and dispatch services for 63 aircraft across five aircraft types: C-40A (19 aircraft), KC/C-130T (25 aircraft), KC-130J (12 aircraft), UC-35C/D (3 aircraft), and UC-12F/W (4 aircraft). Services are estimated at 10,000 flight leg segments annually, with C-40s executing 58 percent, KC/C-130s executing 40 percent, and UC-35/UC-12s executing 2 percent. The performance period is one year (June 1, 2026 to May 31, 2027) with option years to be determined, and place of performance is at the contractor's facility with potential work at government facilities as required.
The contractor must provide comprehensive dispatch support services including flight planning and flight releases delivered via iOS application, web-based crew briefing system, email, or FAX within 72 hours of mission tasking. Additional requirements include diplomatic clearance (DIPS) tracking and coordination, weather and NOTAM updates, charting for Electronic Flight Bags (EFBs), filing flight plans with ATC, flight following services, and in-flight assistance via ACARS or satellite phone. The contractor must create secure, browser-based mission folders with iOS application access, maintain 24/7/365 dispatcher availability, conduct monthly status reports, provide quarterly service reviews, and maintain a Navy-specific password-protected website. Performance will be evaluated based on timely and accurate deliverables with an acceptable quality level of 95 percent or greater, assessed through contract discrepancy reports, customer complaints, and annual contractor performance evaluations. The current incumbent is Boeing Digital Solutions, Inc. under contract N0018925PZ246. The expected NAICS code is 518210 (Data Processing, Hosting, and Related Services), though the sources sought notice lists 541690.
