TO: All Prospective Offerors

SUBJECT: Request for Quotation (RFQ), Solicitation No. 80GRC022Q0001, for General and Precision Machining and Fabrication II BPA

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center’s (GRC) General and Precision Machining and Fabrication II solicitation. This competitive acquisition will result in a Blanket Purchase Agreement (BPA). The principal purpose of this project is to augment the NASA GRC Machine Shop, Model Shop, Fabrication Shop, Instrumentation Shop, Inspection Department, facilities, and equipment.

NASA will conduct this acquisition as a small business set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 332710 and the small business size standard is 500 employees.

The contract will have an effective ordering period of five (5) years from the contract effective date. The anticipated contract award date is May 13, 2022 with a June 1, 2022 contract effective date. The contract will be performed offsite at the Contractors’ facilities.

Potential Offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in Attachments 1 and 2 take precedence:

1. The Government will make available existing Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the RFQ and future BPA calls.

2. NASA GRC appreciates the comments received in response to the prior release of the Request For Information (RFI). These comments resulted in improvements to the quality and content of this overall RFQ. Offerors should review this RFQ in its entirety, as details may have changed from the RFI.

3. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES, in particular paragraph (g), which states that the Government intends to evaluate offers and award a contract without discussions with Offerors.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF).

Documents related to this acquisition, including this letter, the solicitation, attachments, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at https://sam.gov/content/home.

Potential Offerors are requested to periodically monitor the websites for updates.

This RFQ does not commit NASA GRC to pay any proposal preparation costs, nor does it obligate NASA GRC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the Offeror for performing any of the work called for in this solicitation. This RFQ does not guarantee work for Offerors that win a BPA: work must be awarded under individual BPA calls.

Following the award of this BPA, the Government will solicit fixed price quotes containing total costs, number of labor hours, cost per hour, material cost and delivery on proposed order conditions and specifications for individual orders. Quotes received will be reviewed and awarded based on the quote that is in the best interest of the Government. The contractor and any subcontracts shall perform only the work as specified in each order. The contractor shall manufacture, fabricate, and dimensionally inspect using either inch or metric dimensions. Further measurement requirements will be described in the solicitation. Each order may include, but is not limited to, Machining, Fabrication, Welding/Metal Joining, Instrumentation, Inspection/Non-Destructive Testing (NDT), Coating/Surface Treatments/Plating, Heat Treatments, and Materials.

Proposals submitted in response to this solicitation shall be due no later than March 17, 2022 by 5:00 p.m. EDT.

All questions regarding this RFP should be submitted in writing, electronically to Noah S. Garrison, Contracting Officer, at noah.s.garrison@nasa.gov on or before March 1, 2022 by 5:00 p.m.
