Questions & Answers

Q1: Regarding Past Performance, is there a particular format you want us to adhere to or will contractor format suffice?
A1: With regard to past performance information, we have not set a specific format in which the information must be provided. As long as the information requested in Attachment 2 – Instructions to Offerors with Provisions is included and it is provided in a file type that we are able to open, the information will be evaluated.
Q2: Do we need to provide copies of AS9100 certification, or can we simply perform quality analysis of all components fabricated for NASA if we were awarded this opportunity?
A2: Attachment 2 – Instructions to Offerors with Provisions states “Offerors shall submit relevant certifications (AS9100, ISO9001, NADCAP, welding, etc.) if applicable.” If your company holds any such certifications, please submit them along with your proposal package. AS9100 is not required, but the quality/inspection requirements of AS9100 will be applied to each order.
Therefore, your company will be asked to comply with these requirements, but not asked to fully certify for AS9100.
Q3: Do I need to contact the NASA Glenn small business office separately to also be setup as a potential vendor for NASA projects, or does this SAM.gov opportunity supersede any of those other opportunities?
A3: Contact with the NASA Small Business Office is not required for this competition, but they do provide good information on opportunities available at NASA. Receiving a BPA Award following this solicitation would not disqualify your company from competing for other work issued by NASA, so please feel free to contact them to learn about any other opportunities that may be available.
Q4: Is this a single award, or are multiple shops getting work from this as well?
A4: We intend to award multiple BPAs to qualified offerors, but it will depend on the quality and quantity of proposal packages that we receive.
Q5: Do we have to have all capabilities that are described in the Statement of Work?
A5: In RFQ Attachment 2 – Instructions to Offerors with Provisions, we included the following language “… an Offeror may receive technical approval for a subset of requirements within a Manufacturing Discipline (and not the Manufacturing Discipline as a whole) if such approval is determined to be in the best interest of the Government.” This will allow for an Offeror to receive a BPA Award for a subset of requirements. Following the award of the BPAs, BPA Calls will be competed amongst the vendors that are awarded BPAs. If your company is awarded a BPA, you would not be expected to compete for all BPA Calls, only the ones that fall within your company’s capability.
Q6: Do we need to submit a complete response to this RFQ in order to be considered?
A5: In order to qualify to compete for this work, you will need to submit a complete proposal package in accordance with Attachment 2 of the RFQ.
Q7: How many Calls were released on an annual basis under the former BPA?

Q9: What is the anticipated annual Calls quantity and associated annual dollar value for this BPA?
A9: BPA Calls are competed and awarded as requirements are identified by any NASA Glenn Research Center (GRC) organization. Therefore, it is difficult to predict how many and how often requirements will be competed. The dollar value for these awards is based upon competition. Due to variance among quotes, as well as the unidentified requirements, it is also difficult to predict the value of BPA Calls that will be issued in the future.
Q10: How will Q&A release impact the proposal due date?
A10: At this time we do not plan to extend the response date. If any questions come in that cause a change to the submission requirements or any other substantial change to the competition, an extension will be considered.
Q11: Why are there no drawings?
A11: This procurement sets up a BPA structure under which BPA Calls will be issued. The BPAs themselves have no drawings. No manufacturing is required, so no pricing/schedule information is requested in the solicitation either. In the future, when BPA Calls are competed amongst the pool of BPA holders, drawings will be provided and pricing/schedule information will be required.
Q12: Are templates for submittal requirements available?
A12: We don’t have templates for these items, so please read Attachment 2 – Instructions to Offerors with Provisions thoroughly. The attachment includes a comprehensive list of the documentation that is required with a proposal.
