About this file

This document is the General Conditions and Instructions for a food supply contract solicitation issued by SCI-Forest, a state correctional institution. The solicitation requests bids for various food products, with estimated quantities that may be increased or decreased as needed. Bidders must submit original proposals by the stated deadline, and deliveries will only be accepted during specified business hours. The solicitation requires bidders to indicate the brand and manufacturer of the proposed products, and samples may be requested. Pricing must be in even cents and conform to the specified unit of measure, and failure to meet these requirements will result in bid rejection. The document also notes that the Reciprocal Limitations Act requires bidders to submit an application with their bid, and failure to do so may also result in bid rejection.

The pricing terms stipulate that payments will be made upon receipt of invoices after delivery and acceptance of the goods. The solicitation does not mention any set-asides, incumbents, or funding requirements, but it does state that the institution reserves the right to cancel any quantity of the order and pay the vendor only for products actually accepted.
