About this file

This document is a material source narrative provided by the Oregon Department of Transportation (ODOT) Region 5 for the US730 (Irrigon) & OR11 (Pendleton) Chip Seal 2023 Project. The project requires approximately 13,000 cubic yards of aggregate material from the Diagonal Quarry, an existing 76-acre material source owned by Mr. Randy Rupp with mineral rights controlled by ODOT. The quarry has been used intermittently for transportation projects since 1931, and ODOT has provided background information, development plans, and laboratory testing results to assist bidders in evaluating the site. Bidders are required to examine the site and review all available information to prepare their bids based on the existing conditions and any expected conditions they may encounter during operations.

The narrative indicates that the long-term development concept for the Diagonal Quarry is for intermittent use to produce aggregate for transportation projects, with reclamation of the pit as the ultimate goal. Contractors should be aware of the closely jointed basalt rock and plan methods to effectively deal with the "dice rock" conditions. The quarry development plans show an excavation area sufficient to produce the estimated project volume, and the site must be left in a stable and safe condition upon completion of the current operation.

This narrative memo provides background, history of use and a review of the development strategy, for Diagonal Quarry as a prospective material source. This narrative memo and all the attachments, including laboratory testing data, field exploration logs, and the DOGAMI Operating Permit, are available to all Bidders that inquire about this project, according to Section 00120.25 of the Oregon Standard Specifications for Construction 2021.

ODOT Region 5 is offering Diagonal Quarry as a Prospective Material Source for the US730 (Irrigon) & OR11 (Pendleton) Chip Seal 2023 Project. Approximately 13,000 cubic yards of Aggregate material is required for the subject construction project.

Quarry development plan sheets show an excavation area sufficient to produce the estimated Project volume.

Background and History of Use

Diagonal Quarry is an existing 76 acre material source. Surface rights for this property are owned by Mr. Randy Rupp and ODOT controls the BLM mineral rights. The site is located within the Deschutes-Columbia Plateau physiographic province, of northeastern Oregon, in an area mapped by the Oregon Department of Geology and Mineral Industries (DOGAMI) as lava flows of the Pamona Member (map symbol Tp) of the Saddle Mountain Basalt unit, part of the Miocene Columbia River Basalt Group (I.P. Maden, Unpublished). Earlier work by the US Geological Survey (G.W. Walker, 1974) in large scale mapping of Oregon and Washington also includes this area as

US730 & OR11 Chip Seal 2023 Project Region 5 Geology Unit part of the Columbia River Basalt Group (Tcr). The flow rock is a fine-grained crystalline basalt that is closely jointed.

Aggregate from Diagonal Quarry has been used on an intermittent basis for transportation projects since the mineral rights were acquired from the BLM, in 1931.

The most recent entry into this source was in 2017 when approximately 15,000 cubic yards of crushed aggregate was produced for the US730: Southshore – McNary and McNary – Diagonal Road Projects. Past excavation in this quarry have produced “dice rock” with dimensions ranging from about 6-14 inches in diameter; few oversize boulders have been produced because of the closely spaced jointed rock and blasting techniques. Contractors need to be aware of the existence of these conditions and plan methods accordingly to effectively deal with them.

Core drilling performed for ODOT in 2009 to explore adjoining BLM property to the north, also included a core hole (CH-09-2) in the eastern part of the Diagonal Quarry.

The core hole drilled through 1.5 feet of sandy silt loess overburden and into basalt to the full depth of the hole at 53.5 feet. The log of the core hole is attached to this Narrative. A summary listing of ODOT laboratory testing on rock from this quarry is attached to this Narrative.

The long term development concept for this source is for intermittent use to produce aggregate for transportation project use with reclamation of the pit as the ultimate goal. As such, the contract development plans show excavation of an area extending towards the east with a slope down to the quarry floor and a near vertical backwall for future entries. The quarry floor is to be sloped a minimum of 1 percent down towards the active face, and must contain all surface runoff within the quarry property. An existing berm near the south property line constructed of reject material is to be continued toward the east to act as a visual screen from the Columbia River Highway.

Excess reject materials should be placed in a separate stockpile for future reclamation of the quarry slopes. It is important that access to the bench and backwall, and the top of cut be constructed properly and be maintained. This plan will allow for removal of the current contract needs and leave the site in a condition that will allow for systematic development towards the east in the future. When the current operation is completed the site must be left in a stable and safe condition.

In conformance with the Standard Specifications for Highway Construction, subsection 00120.15 Examination of Work Site and Solicitation of Documents;

Consideration of Conditions to be Encountered, before submitting a bid, all prospective Bidders shall carefully examine the Site of the proposed work to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on this and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon

US730 & OR11 Chip Seal 2023 Project Region 5 Geology Unit existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.
