About this file
This is a Statement of Work for gas line repairs at Offutt Air Force Base. The Contractor shall repair and replace existing gas leaks on 6-inch and 8-inch pipes and valves, along with associated component replacement on 2-inch pipe and valve. All new piping and components must be rated for natural gas distribution service in accordance with 49 CFR 192, American Petroleum Institute (API), American Gas Association, and American Society of Mechanical Engineers (ASME) standards. The contract covers two primary repair tasks: replacement of a leaking 6-inch HDPE gas line near Building 479 at an old abandoned saddle connection and service tee, which must be isolated on the north side to avoid impacting the B1000 facility; and replacement of leaking and inoperable 8-inch steel valves and flanges on the main line near Building 73, which must be isolated on the west side with new valve boxes and risers marked for Gas. A secondary task includes replacement of the 2-inch isolation valve on the service line to B73 with a new valve box and riser marked for Gas.
Performance period extends from time of award until 30 April 2027. Key requirements include pre-work site visit verification, coordination with the Government for excavation timelines and system operation (with two-week notice required for outages), provision of all Lock-Out-Tag-Out equipment, submission of welder certifications, coordination with Black Hills Energy for gas outages, and pressure testing of all new piping and valves for at least one hour post-installation. The 8-inch valve replacement must occur during warmer spring weather when projected temperatures show five consecutive days with lows above 40°F and highs above 65°F due to base gas load requirements. The Contractor shall furnish all materials, labor, transportation, equipment, tools, supervision, and incidentals; perform quality assurance activities conforming to ISO 9001 standards; ensure all personnel comply with OSHA and other industry safety standards with required PPE; and coordinate with Contracting Officer's Representatives to maintain pedestrian and vehicular traffic access during construction, with 15 calendar days' advance written notice required for any utility interruptions.

Statement of Work
Project Title: Gas Line Repairs NexGen Work Task #: 19118554 & 19262956
1. Objectives:
The Contractor shall repair and replace existing gas leaks on 6” pipe and 8” pipe and valves, along with some associated component replacement on 2” pipe and valve. New piping and components shall be rated for natural gas distribution service in accordance with regulations and standards listed below in Other General Requirements.
2. Conditions:
Gas is provided to the Base boundary by Black Hills Energy.
The existing 6” gas line by B479 has a leak at an old abandoned saddle connection near a 6”x2” service tee. The 6” and 2” line are HDPE.
The existing 8” valves on the main line near B73 are leaking at the connecting gasket, and are stuck open as well, requiring full replacement. The existing 8” material by B73 is steel pipe with 8” steel valves.
The period of performance shall be from time of award until 30 April 2027.
3. Project Requirements
• The Contractor shall visit site before starting any work to verify existing conditions space requirements in work areas.
• The Government shall provide excavation and backfill. The Contractor shall coordinate with the Government for excavation timelines.
• The Contractor shall coordinate with the Government for system operation to allow the work and testing. Two week notice is required for outages.
• The Contractor shall provide all required Lock-Out-Tag-Out work and equipment.
• For welding work, copies of the welder certifications shall be presented for record.
• The Contractor shall coordinate with Black Hills Energy as required for any gas outage required for the work.
• The Contractor shall repair the existing gas leak at the 6” line near B479 by replacing the leaking section of pipe, additionally replacing the adjacent 6”x2” service tee in the process. The 6” line must be isolated on the north side by line stop or pinching to avoid requiring isolation of the B1000 facility. The repair of the 6” shall be scheduled and completed as soon as practicable.
• The Contractor shall replace the leaking and inoperable 8” valves and flanges on the 8” main line near B73. The lines must be isolated on the west side via line stop or via coordination with Black Hills Energy to isolate further west on their piping/equipment. The new valves shall include new valve boxes and risers, marked for Gas.
• Due to outage requirements, the replacement of the 8” valves shall be performed once warmer spring weather arrives and Base gas load requirements are reduced (specifically when projected temperatures see five consecutive days with lows above 40 deg F and highs above 65 deg F).
• The Contractor shall replace the 2” isolation valve on the service line to B73. The new valve shall include a new valve box and riser, marked for Gas.
• The Contractor shall replace or reconnect any existing cathodic protection as required when replacing the valves.
• The Contractor shall provide pressure testing and operational testing to prove satisfactory installation and capability of the new equipment and pipe. The Contractor shall perform pressure testing of all new piping and valves for at least 1 hour post-installation.
• The Contractor shall clean up and dispose of all removed equipment and project waste from the replacements, as well as any trash generated from the work. Refuse shall be disposed of off-Base in accordance with Offutt AFB Environmental Special Conditions section 01 57 19.
4. Other General Requirements:
The contractor shall furnish all material, labor, transportation, equipment, tools, services, expertise, supervision, and incidentals required to fulfill the requirements of this contract. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). New material installation shall conform to manufacturers requirements, and to regulations and standards set by 49 CFR 192, the American Petroleum Institute (API), the American Gas Association, and the American Society of Mechanical Engineers (ASME). The work shall conform to the most current applicable State, AFI, ETL, NFPA, and Unified Facility Criteria Standards. Work shall be completed in a neat, substantial, and competent manner. All personnel shall abide by all industry safety standards, such as OSHA, and the Contractor shall provide all required PPE. The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall comply with SoW requirements.
During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic and shall coordinate with the Contracting Officer’s Representatives to facilitate usage. The Contracting Officer’s Representatives shall be notified not less than 15 calendar days in advance of any interruptions in building utilities / services, which will be described in writing.
