1. SCOPE: The contractor shall provide all management, tools, supplies, equipment, transportation, and personnel necessary to perform a Natural Gas Leak Detection Survey on approximately 197,490 LF of the natural gas distribution system in the commercial/industrial areas and residential areas of Travis AFB, California. The contractor shall identify, report and record all leak locations and perform work in a manner that will comply with Federal, State and local regulations for leak detection surveys and reporting services. Contractor personnel shall follow the procedures as set forth in Part 192, Title 49, Code of Federal Regulations and applicable state regulations.

1.2. BASIC SERVICES: Provide a leak detection survey for the underground natural gas distribution system. Work covers all mains, laterals, valves and valve boxes, meters, risers, and regulators using mobile electronic gas leak detection equipment. Hand-held detection equipment will be used only when area is inaccessible by vehicle.

1.3. HOURS OF OPERATION: All work on this project shall be accomplished within the hours of 7:00 AM to 4:30 PM Monday through Friday and no work will be accomplished on federal holidays. The contractor may request an extension of operating hours through the Contracting Officer (CO). An extension of operating hours must be requested by the contractor a minimum of 24 hours in advance and must be authorized, in writing, by the CO. Any special accommodations will depend upon availability of the 60 Civil Engineer Squadron (CES) Water Fuel Systems Maintenance (WFSM) shop personnel.

1.4. SCHEDULES/NOTIFICATIONS: The contractor shall provide the government seven (7) days advanced notice prior to start of the leak detection survey. The contractor shall prepare a schedule of inspection/survey dates. The schedule shall divide the commercial/industrial areas into survey sections/plots that allow for daily completions and most accurate reporting. Schedule will be provided to WFSM prior to beginning survey to allow coordination to restricted areas.

1.5. LOCATION: All work on this project will be performed on Travis AFB.

1.6. COMMERCIAL/INDUSTRIAL AREAS: The main base area of Travis AFB consists of approximately 197,490 LF of gas distribution mains and service lines/laterals. The commercial/industrial area contains over 460 facilities connected to the natural gas system.

1.7. SURVEY PROCEDURES: The contractor shall conduct a gas leak detection survey specifically to locate, classify and report all leaks present in the distribution system and related service lines and apparatuses. Contractor surveys will only be conducted jointly with a Government representative. Tests shall be made with mobile and/or handheld detection (by walking the gas lines when necessary) and recording devices that are designed and approved for natural gas leakage control surveys. All precautions shall be taken by the contractor to prevent damage to equipment, systems and property. There shall be no smoking, open flame or other ignition sources used by the contractor while conducting the survey; with exception to any leak detection equipment such as Combustible Gas Indicator (CGI) and Flame Ionization (FI) instruments which may be used by fully trained/certified technicians/operators.

1.7.1. The contractor shall physically mark the location of all leaks at the time the leak is identified and record the GPS coordinates. In grass areas the contractor shall mark the location with yellow gas marking flags or yellow marking whiskers. On hard surfaces, the contractor shall measure and show with measurements from at least three (3) fixed objects the exact location of the leak. The contractor shall also provide area dimensions and gas concentration percentage to identify the area of spread for all identified leaks.

1.7.2. The contractor shall classify all leaks detected as to percentage of concentration, spread and potential hazard based on the CGI or other approved detection equipment.

1.7.3. The contractor shall grade detected leaks as follows:

1.7.3.1. Grade 1 Leak: indicates greater than 75% gas concentration at any location. Any leak that is close to (within 25 LF) or under a building shall receive a Grade 1. Any leaks seeping into underground structures, such as manholes or basements, shall receive a Grade 1 indicator.

1.7.3.2. Grade 2 Leak: indicates 15% to 75% gas detection.

1.7.3.3. Grade 3 Leak: indicates a less than 15% gas concentration.

1.7.4. A member of the WFSM shop will be present during entirety of the survey.

1.8. REPORTING: Report all Grade 1 leaks upon detection IMMEDIATELY to the 60 CES WFSM shop foreman at 707-424-3025 or 707-424-8875.

1.8.1. Preliminary Reports: The contractor shall submit a preliminary report for Grade 1 leaks immediately upon finding. Preliminary reports for Grade 2 and 3 leaks will be provided to WFSM at the end of each survey week to the 60 CES WFSM Shop.

1.8.2. Final Reports: The contractor shall submit a Final Report of the gas leak detection survey to the Contracting Officer Representative within thirty (30) calendar days after completion of the survey/site tour and shall be contained in a binder. The Final Report shall consist of two (2) hard copies and one (1) on a writeable CD in the latest version of MS Word, Excel or both:

1.8.2.1. Contain a typed list indicating the total linear footage of mains and service lines surveyed and the total number of valves, meters and regulators/risers surveyed.

1.8.2.2. Provide a typed listing of all leaks encountered. Leaks shall be listed in the order of repair priority with the highest given to the gas concentration level and its associated grade. Each leak shall be assigned a number and identifiable with the same number on the report, gas distribution maps and survey sheets. The list shall identify location with GPS coordinates and leak classification/grade and percent concentration.

1.9. CONTRACTOR REQUIREMENTS: The contractor’s foreman or representative shall have the capability of speaking and understanding the English language.

1.9.1. Special Qualifications: Contractor personnel shall follow the procedures as set forth in Code of Federal Regulations v3, Title 49, Part 192 and all applicable state and/or local regulations pertaining to the required defined work including, but not limited to, Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), and Occupational Safety and Health Administration OSHA).

The WFSM representative will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air Force record of the contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, a WFSM representative will initiate and provide the CO a Contract Discrepancy Report (CDR) for issuance to the contractor.
