About this file
This is a Sole Source Justification Form (SSJF) document for the State of Illinois, specifically for the Emergency Management Agency (EMA), authorizing a sole source procurement of a Gamma Detector with Sample Changer and Cryo-cycle equipment from Mirion Technologies. The procurement addresses the need for specialized radiation detection equipment essential for emergency management and radiological assessment capabilities. The document establishes the justification for bypassing competitive bidding procedures and awarding the contract directly to Mirion Technologies based on their unique technical capabilities and market position as the sole qualified supplier of this specialized equipment.
The sole source justification is based on Mirion Technologies' exclusive ability to provide the gamma detector system with the specified sample changer and cryo-cycle capabilities required by EMA operations. The document supports the notice of intent to award and outlines the technical and operational rationale for the non-competitive procurement. This approach streamlines the acquisition process for critical emergency management equipment while ensuring the state obtains equipment that meets its specialized operational requirements. The hearing on this sole source award will be cancelled unless an interested party submits written comments or makes a written request for reconsideration within the applicable protest period.

Unable to locate agreement from 2011 purchase but wanted to include it on SSJF to make sure it does not appear that this is a new initiative.
Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
The radiochemistry laboratory is seeking a replacement for the aging and obsolete Gamma Analyst, originally purchased in 2011. The Gamma Analyst was a fully integrated automated gamma spectroscopy instrument designed for high-throughput sample analysis. This instrument was primarily purchased for emergency response related missions but has since been integrated into routine counting operations.
The Gamma Analyst plays a significant role in the laboratory’s emergency response operational plans and procedures and therefore has been maintained on a service contract since its original purchase. However, over three years ago, the manufacturer (Mirion) discontinued the Integrated Gamma Analyst instrument line and severely limited the amount of support included in the service contract.
The gamma analyst is obsolete and essentially no longer supported and needs a replacement. The replacement needs to seamlessly integrate into our current existing gamma spectroscopy network, which currently consists of ten different detectors. All detectors are manually operated, except the Gamma Analyst, and the proposed replacement for the Gamma Analyst. Again, the throughput provided for an integrated sample changer is necessary for emergency response operations but can also be utilized for routine environmental monitoring support.
The proposed replacement for the Gamma Analyst includes a new N-typer Coaxial Detector (GR3019), with a hybrid cryostat, which combines an electric cryocooler with the liquid nitrogen, to constantly condense the boiled-off liquid nitrogen back into a dewar. This detector could last almost two years without needing a refill on liquid nitrogen, while all other detectors require a refill every seven days.
The other major component of this system is the automatic sample changer. The requested sample changer has a turntable with 12 carrier positions, and can accommodate three different sample geometries: air cartridges, 500-mL marinellis, and 1-Liter marinellis; thus supporting both emergency response operational needs and routine environmental monitoring analyses.

2. Provide a list and describe in detail the specifications required to satisfy the need:
1. GR3019 7500 SL with iCC-VD which includes N-TYPE COAXIAL DETECTOR GR3019, iCC FOR 7500 OR 7500SL CRYOSTATS, CRYOSTAT DIPSTICK FINAL ASSY 7500SL-0, CHAMBER COAX LMR-0, STD ALU ENDCAP CARBON WIN 3.00 DIAM, iPA-II-SL10 Intelligent Preamp, COAX DETECTOR RC COLD PA ASSEMBLY, RCP PREAMP 10FT. CABLE SET and SOCS CHARACTERIZATION: STANDARD HPGE
2. LYNX-II DIGITAL SIGNAL ANALYZER
3. Automatic Sample Changer for 1 or 1/2" Liter Marinelli Beakers 3 Axis. GP G3000M-16-6-S-12-1L
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
The proposed customized automatic sample changer + detector + cryo-cycle ensemble is truly the only feasible option to replace the existing Gamma Analyst system. The Automatic Sample Changer Gamma Detector, known as Gamma Analyst, was purchased following Fukushima. This state-of-the-art instrument was the laboratory’s primary emergency response instrument for stationary operations for over a decade. However, since Gamma Analyst has been discontinued, and the manufacturer will no longer support this end-of-life instrument, we need a replacement that can support emergency response and routine gamma counting operations. In addition, the new detector and automated sample changer need to integrate seamlessly with the current gamma system, which is controlled by Mirion’s Apex-Gamma software application. This is a proprietary controlled environment and only Mirion-supported sample changers are compatible with its device drivers, command structure, automation features, and validated communication protocols. No third-party sample changer offers certified integration or vendor-supported functionality with Apex-Gamma, making alternative equipment incompatible or non-operational within our existing system.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
Since the Gamma Detector must be compatible with our other detectors, the Mirion Gamma Detector is the only one we can procure.
The Mirion Gamma Detector does not have an resellers other than Mirion Technologies.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
Since out current gamma spectroscopy network already includes 10 Mirion detectors, and we need the new one to be compatible with these 10 detectors, no others were sought out. To move to a different vendor would mean replacing the other 10 detectors as well so they can be compatible with each other.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
Our end user determined the Gamma Detector price offered from Mirion is comparable to other detectors available in the field, but that are not compatible with our system.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
The manufacturer (Mirion) will need to provide any repair and maintenance on this equipment. We currently have a service/support contract with Mirion for the gamma spectroscopy system
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
If this is put out for bid we would need to bid out all of our gamma spectroscopy network detectors, 10 different detectors, to ensure out network detectors are compatible with each other. The cost of 1 new detector is significantly lower than having to replace the entire network of detectors.
10. Is there any additional information you would like to add to justify this sole source?
