About this file

This document is a sole-source contract justification letter from Galileo Group, Inc. to the Gulf Coast Geospatial Center requesting approval to award a contract for a hyperspectral seagrass survey mission. The proposed mission requires airborne data collection to begin in early November to coincide with optimal seagrass growth and water clarity conditions. The project necessitates high-precision hyperspectral imaging systems integrated with inertial measurement units (IMU), precision airborne control computers, and recent OEM calibration traceable to manufacturer specifications. Galileo Group currently maintains a fully mobilized and operational sensor platform with current system calibration, available aircraft, flight crews, and analytical support infrastructure to execute the mission on a turnkey basis.

Galileo Group's personnel possess unique qualifications and extensive experience in hyperspectral coastal and aquatic vegetation mapping, environmental assessment, and large-scale analytical product delivery, with an established portfolio including numerous coastal and inland waterway surveys targeting seagrass and submerged aquatic vegetation (SAV) across diverse environmental settings. The company's operational history provides distinct advantages during active hurricane season, including extensive experience conducting open-water and near-shore mapping under dynamic weather conditions while maintaining full compliance with aviation safety protocols. Galileo's prior experience encompasses emergency and hazard-response missions such as the BP Gulf oil spill, Space Shuttle Columbia debris search, and post-hurricane surveys following Katrina and Rita. The company's flight record remains entirely mishap-free, demonstrating strong commitment to safety, contingency planning, and mission assurance.

October 13,2025

The Gulf Coast Geospatial Center requests approval to proceed with a sole-source contract award to Galileo Group, Inc. for the execution of the upcoming hyperspectral seagrass survey mission, based on the following technical and operational considerations:

The proposed mission is seasonally time-sensitive, requiring airborne data collection to begin in early November to coincide with optimal seagrass growth and water clarity conditions. The effort necessitates a high-precision hyperspectral imaging system integrated with an inertial measurement unit (IMU), precision airborne control computers, and a recent OEM calibration traceable to manufacturer specifications.

Galileo Group currently maintains a fully mobilized and operational sensor platform, having just completed a high-capacity flight season. Their system calibration is current and documented, and aircraft, flight crews, and analytical support infrastructure are immediately available to execute this mission on a turnkey basis.

Galileo personnel possess unique qualifications and experience in hyperspectral coastal and aquatic vegetation mapping, environmental assessment, and large-scale analytical product delivery. Their established portfolio includes numerous coastal and inland waterway surveys targeting seagrass, submerged aquatic vegetation (SAV), and related habitat classes across diverse environmental settings. The company’s long-standing record of precision data collection and rapid analytics delivery ensures the reliability and scientific integrity of the final products.

In addition, with hurricane season active during the planned window, Galileo’s operational history provides a distinct advantage. The company has extensive experience conducting open-water and near-shore mapping under dynamic weather conditions, including logistical planning around major storm systems while maintaining full compliance with aviation safety and hazard protocols. Their prior experience includes emergency and hazard-response missions such as the BP Gulf oil spill, Space Shuttle Columbia debris search, and post-hurricane surveys following Katrina and Rita.
