1. Agency and Contracting Activity: FAR 6.302-1 MARSOC Contracting
BLDG RR400
Camp Lejeune, NC 28460
2. Description of Action: FAR 6.302-1 Approval is being requested for a firm-fixed price contract for FY22 in the amount of $37K. O&M funds will be utilized. This is a limited source action to be awarded as a Sole Source to Diversified, Inc.
3. Description of Supplies/Services: FAR 6.302-1 This requirement is for Diversified, Inc to maintain and/or renew current MARSOC Broadcast Network Services and Equipment, which includes the following:
- IPTV Business Package from Direct TV (48 Channels)
- MARSOC Broadcast Channel (1.1)
- Associated Equipment Maintenance Services
- Help Desk support
- General upgrades/repairs as required
4. Authority Cited: FAR 6.302-1 FAR 6.302-1, “Only one awardee is capable of providing the supplies or services required at the level at the level of quality required because the supplies or services ordered are unique or highly specialized”.
FOR OFFICIAL USE ONLY – J&A No. 00-000
5. Reason for Authority Cited: FAR 6.302-1 In 2016, working through the Naval Facilities and AC/S G64 MILCON Engineering teams, as part of the MARSOC MILCON projects, the MARSOC G6 initiated Phase I of the MARSOC Broadcast Network, capable of interconnecting existing and new facilities via a IPTV Multicast network system. The initial capability provided a single MARSOC Broadcast Channel (1.1), capable of supporting the broadcast of retirements, parades, and other celebrations to all VTC rooms and Standard Televisions located in every facility, as well as provided 16 Direct TV standard channels. In 2019, Phase II increased the available channels to 48 total Direct TV channels. The total up front cost for Phase I/II is estimated at $275K, with an annual sustainment at approximately $37K per year.
The MARSOC Broadcast Network project included working with specialized vendors/industry to Plan, Install, and Maintain a very specific system/design capable of providing both Internal and External Audio and Video Streaming service to every MARSOC Facility Conference Room and pre-installed Television within Camp Lejeune, NC. In this case, Diversified, Inc and their sub-contractor were selected and currently maintain the MARSOC Broadcast network. Specific services are as follows:
External Services: As an authorized reseller of DirectTV services, Diversified, Inc chose this vendor to provide the existing 48 TV channels. Diversified, Inc engineered the solution to integrate the commercial TV services into the MARSOC Broadcast Network.
Internal Services: The internal design and engineering solution provided by Diversified, Inc enables MARSOC to host events (training, retirements, parades, etc) via any location that has existing AV systems. This proprietary installation includes numerous technologies that have proven to be both sustainable and provides critical services for MARSOC.
The existing equipment is currently being maintained by Diversified, Inc. Modifying and/or changing existing components that were installed by Diversified, Inc, would require new engineering, acquisition of new components, Government and Local Contractor training, and certifications, which is not cost effective.
Simply put, the Government would lose 5 years of knowledge and capabilities if the current system were to be changed/modified. Additionally, any new system added/changed will cost the Government additional up-front costs, that are not in the Governments best interest.
Note: All existing and additional components on this contract meet government standards, which provides MARSOC G6 personnel seemless integration with current personell training standards who are responsible to operate the system.
FOR OFFICIAL USE ONLY – J&A No. 00-000
Bottom line: Using the existing vendor to continue to provide existing services minimizes maintenance, training requirements, streamlines logistics support processes, and reduces associated short/long term costs.
6. Efforts/Actions to Increase Competition: FAR 6.302-1 A Sources Sought request was posted to Sam.gov from 4 Feb 2022 through 11 Feb 2022 without a single response as to another viable candidate capable of supporting this requirement. As highlighted above, the incumbent contractor Diversified, Inc maintains an intimate understanding of the current IT infrastructure and possesses a unique capability to incorporate the DirecTV service into their offerings that no other responsible contractor is able to fulfill their service.
7. Market Research: FAR 6.302-1 Market research was initially conducted utilizing multiple vendors during Phase I.
Market research revealed that multiple vendors adequately competed and Diversified was awarded the contract due to Best Value and LPTA guidelines. The nearest Competitor would cost the Government over $300K per year vice $37K (based on number of AV end-points.
8. Other Authorities/Factors:
