About this file

This document is a Limited Sources Justification and Approval (J&A) for a sole source procurement of Avaya G450 Media Gateways, Analog Media Modules, and related equipment and services. The 30th Contracting Squadron at Vandenberg Space Force Base intends to award a firm-fixed-price contract under the GSA Multiple Award Schedule Program.

The requirement is to procure 10 Avaya G450 Media Gateways, 10 Analog Media Modules, 10 AC Power Cords, 10 Service Agreements, and 10 Core Licenses. Avaya is the only approved manufacturer for media gateways compatible with the existing Avaya Communication Manager telephone system at Vandenberg, and 30SCS technicians are trained on the installation and maintenance of the Avaya G450 equipment. The Contracting Officer has determined that purchasing from Avaya via the GSA contract represents the best value to the government.

I. Contracting Activity.

30 CONS/PKB, Vandenberg SFB

II. Nature and/or description of the action being processed.

Procures AVAYA G450s which is the voice switch that SLD 30/SC is currently implementing base-wide at VSFB. Increases capacity of current phone system by purchasing additional AVAYA G-450 Media gateways and prepare for upcoming CS2100 decommissioning/TDM Migration

III. Description of supplies/services required to meet agency needs.

10 AVAYA G450 Media Gateway Voice Switches, 10 AVAYA Analog Media Modules, 10 Medium Gateway 1yr extended service agreement, 10 AC Power Adapters, and 10 CORE Licensing.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. We currently have a AVAYA Communication Manager telephone system which uses proprietary software and hardware. This system provides voice communications for VSFB and we are expanding the system in order to add additional users. No other company manufactures Media Gateways compatible with the AVAYA Communication Manager, and is authorized by IA. 30SCS technicians are trained in the O&M and installations of the AVAYA G450 Media Gateways. Unless we plan on replacing the entire system and re-training the technicians, we must use the current manufacturer for upgrades and expansion.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

In accordance with FAR 8.404(d) GSA has already determined the pricing of these supplies at fixed prices to be fair and reasonable. In addition, the Contracting Officer has reviewed the pricing provided by Avaya and compared to their advertised pricing on GSA 2 GIT. On most line items the quote received for this requirement from Avaya was less than the pricing available from GSA. Avaya is the only source for the Media Gateways on 2 GIT, the mandatory source. As this specific product is necessary, purchasing from Avaya via the 2 GIT contract vehicle represents the Best Value to the Government.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Requirement was searched in the required source 2GIT. G450 Equipment was purchased this year & And also last FY as part of contract # They have also been used in support of project contract ($1.3M)

VII. Other facts supporting the justification.

N/A

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

Efforts to preclude the use of Brand Name Awards may not be possible for this requirement due to the need to ensure interoperability of the communication system at Vandenberg. Market Research will be conducted at the start of any future requirement to ensure that all potential sources are considered.
