About this file

This document is a Determination and Findings for a single-source procurement by the Marine Forces Special Operations Command (MARFORSOC) for various brand-name information technology (IT) equipment. The required items include video, camera, imaging, wireless, and power supply equipment from manufacturers such as IOGear, Sony, Fluke, Jackery, Samsung, and KrakenRF.

The justification for the single-source procurement is that the items are mission-essential and must be compatible with MARFORSOC's existing specialized electronic equipment. Accepting alternative brands would require MARFORSOC to replace all existing equipment, incurring significant costs and requiring new operational procedures. The Determination concludes that the single-source award is appropriate under the applicable Federal Acquisition Regulation (FAR) provisions. The related federal contract opportunity, Solicitation Number H92257-24-R-0020, seeks proposals for the brand-name IT equipment for delivery to Camp Lejeune, North Carolina.

The required items will be brand name sourced from the multiple companies outlined within the CLIN descriptions above.

1. The listed supplies are mission essential items that must be brand name specific to meet the minimum needs of the Government (MARFORSOC ). The items must be compatible in all aspects (form, fit and function) with existing systems presently utilized by MARFORSOC . MARFORSOC must maintain a “SOF Peculiar” suite of specialized electronic equipment to perform mission essential tasks in support of the MARFORSOC enterprise. These suites are currently used operationally and thus accepting any other brand name items would require the team to replace all of them entirely, further increasing the cost to the government in upwards of $100,000.00. Secondly, it would also require for the teams to learn and develop entirely new Standard Operating Procedures which would further necessitate higher headquarter vetting and approval thus delaying mission critical operations.

DETERMINATION

Based on the foregoing, it is hereby determined that the subject requirement involves services/supplies that must be sourced through the identified single responsible Contractor, and is within the concept set forth by FAR 13.106-1(b)( ). Therefore, award and execution of the contract is appropriate.
