SECTION C. DESCRIPTIONS/SPECIFICATION/STATEMENT OF WORK
C.1. Performance Work Statement
C301 General Requirements
The contractor shall furnish all facilities, labor, and materials to provide goods/services in accordance with the terms and conditions herein and the specifications set forth below.
The contractor shall be licensed by the Commonwealth of Pennsylvania to drill in Pennsylvania. A copy of the licenses must be furnished to the Technical Liaison prior to start of work.
The contractor must carry $2 million in liability insurance and must be able to furnish proof of insurance to property owners. A copy of proof of liability insurance must be furnished to the Technical Liaison prior to start of work.
All Contractor personnel are required to have taken the 40 hour safety training course specified by the
Occupational Health and Safety Act of 1979 (OSHA) in 29 CFR 1910.120 and are required to be enrolled in a medical surveillance program.
C380 Location of Wells
This contract is for two test boreholes to be drilled and constructed as monitor wells at the North Penn 1
Superfund Site (NP-1Site), 38 Green Street, Souderton, Montgomery County, Pennsylvania, for a water resources investigation by the USGS (See Attachment 5). The site is in a highly urbanized area. The program is exploratory;
therefore, the exact location and depth required for each test borehole and the specific details of construction of each test borehole and monitor well can only be approximated at this time, although all of the work will be at the
NP-1 Site.
C380A Purpose and Scope
Approximately two test boreholes shall be constructed as monitor wells, 6 inches (15.2 cm) in diameter. They are expected to be about 100 feet (36.6 m) deep. The work will occur in two phases. During the first phase, two 6-inch (15.2 cm) diameter boreholes will be drilled. The boreholes then will be tested by the U.S. Geological
Survey. After testing, the boreholes will be completed as screened monitor wells with 2-inch (5.1 cm) diameter inner PVC screens and casings (second phase).
A total of approximately 200 feet (61 m) of borehole shall be drilled using air rotary methods. Each of the boreholes first shall be drilled to 10 inches (25.4 cm) in diameter to install 6-inch (15.2 cm) ID diameter steel casing to a depth of approximately 20 feet (6.1 m). The depth of drilling and length of casing will depend upon the degree of weathering of the geological formation at the borehole location as determined by the Technical
Liaison. A total of approximately 40 feet (12 m) of 6-inch (15.2 cm) ID diameter steel casing shall be installed.
All 6-inch (15.2 cm) ID casing shall be cement/bentonite (90 percent cement and 10 percent bentonite)grouted using a tremie pipe. After allowing the cement grout to cure, the remainder of the total depth of each borehole shall be drilled to 6 inches (15.2 cm) in diameter and left as an open test borehole for testing by the Government
(this is the end of phase 1 of the work).
During drilling, the Contractor shall provide the Government every opportunity to collect geological samples and geologic and hydrologic information required, including:
(1) Collection of a composite of drill cuttings and produced fluids for each 5-foot (1.5 m) interval of borehole or at every color change or when each water-bearing zone is reached or at depths as specified by the Technical Liaison. Equipment shall be provided by the Contractor that allows cutting and fluid samples to be safely collected.
(2) Measurement of the yield or discharge of water from the aquifer when each water-bearing zone is
G15PS00497 Page 10 of 57 reached or at depths as specified by the Technical Liaison.
Following completion of the test boreholes and prior to their construction as monitor wells, sufficient time (30 to
180 days) will be allowed for the Government to perform testing of the borehole and formation, including borehole geophysical logging, borehole television surveys, and packer tests. After completion of borehole and formation testing by the Government, the boreholes shall be constructed as monitor wells.
A bentonite seal shall be installed from the bottom of each borehole to a depth specified by the Technical Liaison.
In each of the two boreholes, 2-inch (5.1 cm) ID diameter Schedule 40 PVC flush joint threaded 0.020-inch (0.05
cm) well screen and an end cap on the lower end of each screen shall be installed in the center of each monitor well.
A 2-inch (5.1 cm) ID diameter Schedule 40 PVC flush joint threaded inner casing shall be attached to each well screen.
In both boreholes, a filter pack consisting of coarse sand shall be installed from 2 feet (0.6 m) below the bottom of the well screen (on top of the bentonite seal at the bottom of the hole, if any) to 2 feet (0.6 m) above the top of the well screen in the annulus between the 6-inch (15.2 cm) diameter borehole and the well screen.
A bentonite seal shall be installed from above the filter pack to 5 feet (1.5 m) above the bottom of the steel casing in the borehole annulus. The borehole annulus above the bentonite seal shall be sealed with cement/bentonite (90 percent cement and 10 percent bentonite) grout pumped down the annulus with a tremie pipe.
Water will be pumped, or blown using air, from each completed monitoring well to remove at least one casing volume of water and demonstrate that the well produces water that does not contain bentonite from the seal or sand from the filter pack.
Work performed by the Contractor, drilling the two test boreholes and constructing them as monitor wells, shall include:
(1) Drill by air rotary methods a 10-inch (25.4 cm) diameter hole to competent bedrock as determined by the Technical Liaison to set 6-inch (15.2 cm) ID diameter steel casing for each of two boreholes.

(3) Padlocks
C384 Drilling Procedure, Sampling. Well Casing. and Well Construction
(a) The boreholes shall be drilled by equipment as described in these specifications to depths determined by the
Technical Liaison as drilling progresses, but approximately 100 feet (30.5 m) deep. Each borehole will be drilled by the air rotary drilling method. Because this is an exploratory program as stated in section C380, the exact depths cannot be specified before drilling.
(b) Each monitor well shall be drilled in the following manner (see well construction schematics in Attachment
1). The borehole shall first be drilled by air rotary methods 10 inches (25.4 cm) in diameter for installation of 6-inch (15.2 cm) ID diameter steel casing. Each well shall be cased with 6-inch (15.2 cm) ID diameter steel casing to keep unconsolidated surficial materials from entering the hole. Depth of drilling and length of casing will depend on depth of weathering of the geologic formation at each well location as determined by the Technical
Liaison, but is expected to be approximately 20 feet (6.1 m).
A cement grout seal shall be placed at the bottom of the 10-inch borehole between the 6-inch (15.2 cm) diameter steel casing and the geological formation using a tremie pipe.
After the surface casing seal is set, a 6-inch borehole will be drilled by air rotary methods to approximately 100 feet depth, as determined by the Technical Liaison. This will complete phase 1.
At all well sites, all drill cuttings, soil, mud, and other materials from drilling will be containerized and removed, and the site restored to pre-drilling conditions. Removal of the drill cuttings, soil, mud, and other materials from drilling shall be the responsibility of the Contractor.
(d) If needed, drilling in the unsaturated zone can be completed by adding water to the borehole to facilitate drilling. However, attempts at drilling only with air to get the returns to land surface must be exhausted before water can be added. After sufficient water for drilling is encountered in the aquifer, no water will be added to the borehole from the land surface. Water can only be added to the test hole with permission by the Technical Liaison and by adhering to the following stipulations:
(1) All attempts to drill with air must be documented by the Contractor and documentation made why it was necessary to add water.
G15PS00497 Page 14 of 57
(2) When water is added, the driller shall provide potable water that has been transported and stored in tanks that are clean and free from all hydrocarbons.
(3) No other substance or additive, such as synthetic polymers, shall be added to the water.
(e) During drilling, and with the full assistance of the Contractor, a composite sample of the drill cuttings and fluids for every 5-foot (1.5 m) interval and/or at each color change of each borehole shall be collected by the
Technical Liaison. Equipment to conduct such sampling safely will be provided by the Contractor.
(f) Flow measurements of the yield of the aquifer will be made as each water-bearing zone is encountered. The
Contractor shall provide accurate information, in the form of a log, on depth of lithologic changes, depth of water-bearing zones, and yield of water from each water-bearing zone. Semi-quantitative observations of flow will be made and recorded during drilling by the Contractor.
(g) Measurements of the amount of hole drilled, supplies, and services for which payment shall be made, shall be logged by the Contractor and corroborated by the Technical Liaison daily. In case of dispute, the Technical
Liaison shall be entitled to make measurements at any time with the Government’s own equipment with no extra cost accruing to the Government for standby time.
(h) No oil or grease shall be introduced into the drill hole for lubrication of drilling bits, joints, or other equipment.
(i) Each borehole will be developed using air to remove cuttings and sediment clogging borehole zones that yield water.
(j) Following drilling of the boreholes and prior to their construction as monitor wells, sufficient time (30 to
180 days) shall be allowed for the Government to perform testing of the boreholes and formation including borehole geophysical logging, borehole television surveys, and packer tests. The Technical Liaison will inform the Contractor when phase 2, monitoring well construction, can commence.
(k) Install a bentonite seal from the bottom of the borehole to a depth specified by the Technical Liaison in each of the two monitor wells.
(l) In the two monitor wells, install approximately 10 feet (6.1 m) of 2-inch (5.1 cm) ID diameter Schedule
40 PVC flush joint threaded 0.020-inch (0.05 cm) well screen. On each screen add an end cap on the lower end of each screen in the center of each monitor well.
(m) Install in each of the two wells up to approximately 90 feet (27 m) of 2-inch (5.1 cm) ID diameter
Schedule 40 PVC flush joint threaded inner casing attached to the well screen in the center of each monitor well.
The top of the inner PVC casing should be 1 inch (2.5 cm) below the top of 6-inch (15.2 cm) diameter steel casing.
(n) Install a filter pack consisting of coarse sand from 2 feet (0.61 in) below the bottom of the well screen (on top of the bentonite seal, if any) to 2 feet (0.61 in) above the top of the well screen in the annulus between the 6-inch (15.2 cm) diameter borehole and the well screen in each of the two monitor wells.
(o) Install a bentonite seal from above the filter pack to 5 feet (1.5 in) above the bottom of the 6-inch (15.2
cm) diameter outer steel casing in annulus between 6-inch (15.2 cm) diameter borehole and the inner PVC casing in each of the two monitor wells.
(p) Seal annulus between 6-inch (15.2 cm) diameter steel casing and inner PVC casing from the bentonite seal to 1 inch (2.5 cm) below the top of the inner PVC casing with cement/bentonite (90 percent cement and 10
G15PS00497 Page 15 of 57 percent bentonite) grout pumped down the annulus with a tremie pipe in each of the two monitor wells.
(q) Install standard expandable plastic locking cap on each PVC inner casing.
(r) Equip both of the wells with steel flush-mount cap set in a concrete pad flush with the ground surface.
C385 Geologic Samples and Logs
(a) A representative of the Government will collect samples of the drill cuttings and fluids and place them in bags or bottles to be furnished by the Government. Some assistance from the Contractor may be required. The
Contractor shall take all steps necessary to ensure that each sample collected is representative of the formation materials for the interval sampled and that for each sample an accurate depth below land surface is obtained. The
Contractor shall assist the representative of the Government by collecting samples at designated depths and in subsequent handling of the samples. All special equipment or installations necessary for satisfactory and safe sampling of materials shall be provided by the Contractor. All work shall be conducted in the presence of the
Technical Liaison or other representative of the Government. All drilling shall proceed at a rate sufficiently slow to ensure accurate sampling of the desired depth, to obtain the best quality geologic samples, and to obtain and record other information and observations made during drilling.
(b) The driller shall carefully and accurately keep a log of time with descriptive notes of depth, notations of the type of bit and drilling method employed and any changes made, as well as the time period, depth, and reason for all drilling stoppages. All work (including experimental) designated in this contract or requested by the Technical
Liaison shall be documented by the Contractor.
(c) The driller shall carefully and accurately keep a log with descriptive notes of depth, drilling conditions, geologic unit, depth of water-bearing zones, and well yield. A copy of the log shall be furnished by the driller to the Technical Liaison upon completion of each borehole.
C386 Well Capping
Upon completion of each well, the Contractor shall install a steel flush-mount cap set in a concrete pad flush with the ground surface on each of the two 6-inch (15.2 cm) ID diameter steel outer casing to prevent the entrance of foreign matter. The padlocks for the locking plugs on the 2-inch well casings will be provided by the Technical
Liaison.
C387 Abandoned Hole
Any hole that does not satisfy the requirements herein described through the Contractor’s fault or negligence, and that cannot be made acceptable, shall be declared an abandoned hole. If the Contracting Officer determines that a hole is lost due to reasons within the control of the Contractor, he/she will immediately notify the Contractor, in writing, of his/her decision and order the hole abandoned in accordance with FAR 52.249-10 Default (Fixed-Price
Construction), and for the Contractor to move to the next scheduled hole. If any hole is declared abandoned, no payment for the hole will be made by the Government for any part of the drilling or sampling at that site. All abandoned test holes shall be filled by the Contractor at his/her expense with a 90 percent cement grout/10 percent bentonite mixture from the bottom of the hole to the land surface with a tremie pipe to prevent infiltration of surface water or other waste into the test hole. The salvageable material furnished by the Contractor shall remain its property.
C388 Authorized Drilling Cessation
In the event the depth as specified by the Technical Liaison cannot be achieved for any individual borehole due to unforeseen geologic or hydrologic conditions, such as collapsing beds, the Contractor will not be required to continue drilling provided the Contractor contact the Technical Liaison immediately upon detection of the problems and provided the Technical Liaison determines that the Contractor is not at fault. The Contractor shall be paid in full for footage drilled in accordance with Section B, CLIN 003 or 006. Although the hole is abandoned, a complete driller’s log and record shall be submitted to the Technical Liaison.
C389 Mobilization and Demobilization
G15PS00497 Page 16 of 57
The Contractor is responsible for all logistical support including mobilization to the first site, setting up and removing drill rig and auxiliary equipment, movement between sites, and demobilization from final site back to home base.

(b) At the completion of drilling and before acceptance by the Technical Liaison, the site shall be restored as nearly as possible to its previous condition. All equipment shall be removed, pits and other holes filled in, and debris removed. Oil or any insoluble liquids or materials shall not be drained onto or left at the drilling site. The work specified in this contract shall not be considered complete, nor will the invoice for the work be approved, until the site restoration is complete to the satisfaction of the Technical Liaison.
C392 Work Schedule
All drilling shall be done during daylight hours, Monday through Friday, excluding Federal holidays, and with a maximum 10-hour working day. At the beginning of the work, the Contractor and the Technical Liaison shall mutually agree on the schedule of working hours so that the Technical Liaison can be present during working hours. Conditions during the required drilling performance period may make work during other than normal work hours mutually desirable. The contractor may revise the daily working schedule with the concurrence of the
Technical Liaison, provided such change will not increase the contract price nor delay contract completion.
After completion of wells, some site cleanup will be necessary to restore the site to pre-drilling conditions. Time for this site cleanup shall be included in the footage charge.
Additional charges will not be paid for setting up equipment or for loading drill pipe, bits, and other tools and equipment after completion of a well, in preparation for moving from the drilling site.
