Text version

Honolulu repair and repaint The US Geological Survey (USGS) maintains a geomagnetic observatory at the Pacific Tsunami Warning Center in Ewa Beach, HI. There are three (3) small buildings there that require exterior repair and repainting, primarily involving masonry and painting trades, with the possibility of some termite-related wood repair. We do not believe active termites are present; however, this is a possibility. Full project details will be provided in the forthcoming Statement of Work (SOW). Payment protection (generally either a payment bond or irrevocable letter of credit) will be required; performance bonds will not be required. The estimated magnitude of this project is between $25,000.00 and $100,000.00, but likely on the low side of that range. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply.

Prospective contractors must hold an appropriate contractor’s license(s) in the State of Hawaii at the time quotations are due to be considered for this project. C-31 masonry, C-33 painting and decorating, and B general building contractor are all acceptable.

The USGS contemplates award of a firm-fixed price contract. The request for quotations (RFQ), including a detailed SOW and contractor evaluation criteria, will be available on or after 05/20/2015. Site visit opportunities will be provided; prospective contractors are strongly encouraged to visit the site prior to submitting a quotation. Interested parties may contact the Contracting Officer identified below by email to be added to the interest list or to inquire about a site visit.

The applicable North American Industry Classification System (NAICS, 2012) code is 236220, entitled “commercial and institutional building construction.” The associated small business size standard is $36.5M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is Z2JZ, “repair/alteration of miscellaneous buildings.” This immediate acquisition is set-aside for participation by small business concerns and there is no incumbent contractor.

Please direct all inquiries to the Contracting Officer, Jeff Caravelli, at jcaravelli@usgs.gov.
