Performance Work Statement (SOW) Task Order (TO) 1: USGS Libraries Program – Denver Library 1 Introduction The U.S. Geological Survey (USGS) Libraries Program seeks to obtain library support services for the USGS Denver Library at the Denver Federal Center, Denver, Colorado. The required and optional services to be provided include: access services, digitization and digital library support, scientific reference research and instructional outreach, cataloging and collection management, and scientific records archiving. The services in this contract shall support the library’s overall objectives in providing timely service for the circulation and delivery of scientific materials and information, and provision of accessible electronic and archival collections to USGS scientists and the public.

1.1 Scope

This is a TO to provide a broad range of library support services to the USGS Denver Library. The contractor shall provide all labor to perform services in accordance with the terms and conditions herein and the specifications set forth. Services to be provided include, but are not limited to: access services; digitization and digital library support, scientific reference research and instructional outreach, cataloging and collection management, and scientific records archiving.

These services support the library’s overall objectives in providing timely and accurate services to deliver relevant scientific materials and information via access to print, electronic, and archival collections to USGS scientists and the public.

2General Requirements
2.1Non-Personal Services

The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer’s Representative (COR) immediately.

2.2 Business Relations

The contractor shall integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors, if any. The contractor shall ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3Contract Administration and Management
2.3.1Contract Management

The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor shall maintain continuity between the support operations at this library and the contractor's corporate offices.

2.3.2 Personnel Administration

The contractor shall ensure all training requirements are up to date for all contracted employees during the lifetime of the contract. The contractor shall make any necessary travel arrangements for contractor employees. The contractor shall provide necessary infrastructure to support contract tasks when contractors are working off-site.

2.3.3 Training

Currently, no reimbursable training is anticipated for the Denver Library. In the event that such training is required, this TO will be modified to provide the additional funding. Training shall not commence prior to an approved modification of this TO.

2.4 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor shall manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Addition of new subcontractors requires prior approval, in writing, by the Contracting Officer. Cross teaming arrangements shall be in accordance with Federal Acquisition Regulation (FAR) 9.6. The prime contractor shall provide the subcontracting plan and update the plan as needed to the COR within 30 days of initiation or changes.

2.5 Contractor Personnel, Disciplines, and Specialties

The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall ensure the labor categories as defined in the Labor Categories document (Attachment A), labor rates, and man-hours utilized in the performance of this TO will be the minimum necessary to accomplish the task. The contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

Contractor employees shall be trained, qualified, certified, and licensed in accordance with the requirements specified in this TO prior to starting work except for the training that is Government-unique and not commercially available. For training or certification that is not readily available from commercial sources, contractor employees shall have a maximum of 90 days to complete the training and certification. In the event that training or certification cannot be completed within the 90 days for reasons outside of the contractor’s control, such as lack of availability or other significant factor(s), an extension may be negotiated with the COR.

2.6Place of Performance and Hours of Work
2.6.1Place of Performance

The place of performance for services ordered will be located at the Denver Federal Center, Denver, Colorado.

2.6.2 Work Hours

Typically, contractor work hours mirror the library’s hours of operation to ensure coverage and support during normal business hours. Alternative work schedules, such as telework and flextime, may be authorized by the Branch Manager or designated representative with approval by the COR. Normal Government workdays are Monday through Friday except U.S. Federal Holidays. The Denver Library is open to the public from 0800 to 1600.

2.6.3 Level of Exertion

The anticipated average level of physical exertion is light work as defined by the US Department of Labor’s Dictionary of Occupational Titles (Appendix C). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds, as well as frequent walking, standing, bending, reaching, pulling, and pushing.

2.6.4 Surge and Quick Response Support

Currently, no surge support is anticipated for the Denver Library. In the event that surge support is required, separate task order(s) will be issued.

Quick response support shall be made available upon notification of vacancy or vacancies due to contractor staff turnover or scheduled/unscheduled leave. The on-site Government Security Officer will ensure that all security precautions and access privileges are in place.

2.7 Travel

Travel is not anticipated at this time for the Denver Library.

3 Performance Requirements The following work areas as defined in the IDIQ contract are required for the Denver Library.

3.1Scientific Records Archiving
3.1.1Support the archiving of library materials and special collections.
3.2Access Services Support
3.2.1File or shelve collection materials.
3.2.2Circulate library materials.
3.2.3Discharge materials returned from circulation.
3.2.4Recall library materials.
3.2.5Process interlibrary loan and document delivery requests.
3.2.6Retrieve library materials.
3.2.7Provide basic maintenance of equipment, shelving, file cabinets, moveable shelving, furniture and facilities, and report problems to the COR and IT Help Desk or Building Services, as appropriate.
3.2.8Maintain a safe and secure library.
3.3Scientific Reference Research, Instructional Training, and Outreach
3.3.1Conduct scientific reference research.
3.3.2Provide direct responses to information inquiries.
3.3.3Provide instructional training and outreach.
3.4Cataloging and Collection Management Support
3.4.1Support collection management.
3.4.2Distributing Materials for the USGS Library Staff.
3.5Progress Reports, Invoicing, and Labor Reporting
3.5.1Provide monthly progress reports, as appropriate, and a monthly invoice.
3.5.2Report labor hours.

4 Optional Performance Services The following work areas as defined in the IDIQ contract are optional services for the Denver Library.

4.1Digitization of Library Materials
4.1.1Assist coordination of digitization efforts and digitize library materials.
4.2Scientific Reference Research, Instructional Training, and Outreach
4.2.1Provide instructional training and outreach.
4.3Cataloging and Collection Management Support
4.3.1Support cataloging library materials.
4.3.2Process and prepare library materials for the collection.
4.3.3Conduct collection materials conservation and preservation operations.
4.3.4Maintain the USGS Libraries Program Collection Records and Inventory in the Serial and Cataloging Modules of the Library Staff Catalog.
5Special Requirements
5.1Transition

The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods.

1. Phase-in Period. The phase-in will begin upon contract award and will be no longer than 60 days in duration, and will consist of two parts. The first part will consist of a kick-off orientation meeting for the contractor's management and working leader personnel to ensure that the contractor is completely familiar with the working environment and equipment used in connection with this contract. The second part of the phase-in will continue until the end of the transition period. During part two, the contractor shall perform all administrative duties to include hiring personnel and purchasing contractor-furnished equipment. Also during part two of the phase-in, the Government will provide all applicable governing directives, provide a briefing of the technical requirements on the contract, provide a tour of the facilities if applicable, and explain procedures for day-to-day operations. At the end of the transition, the contractor will be issued the first Task Order and is expected to perform. The joint inventory of Government-furnished property must be completed within thirty days of the end of the transition period.

2. Phase-out Period. During the 14 calendar days immediately prior to the end of the contract, the current contractor shall permit the designated employees of the succeeding contractor to observe any and all functions, procedures, and operations under this contract. The contractor shall complete ongoing work and otherwise prepare for an orderly transition to his successor. The contractor shall assemble all working papers in an orderly and logical manner and deliver them to the successor (such as drawings, charts, diagrams, notes on work performed, as well as any information of an administrative nature that the successor may require). The contractor shall not defer any requirements for the purpose of avoiding responsibility or transferring such responsibility to the succeeding contractor. The contractor shall fully cooperate with his successor and the Government so as not to interfere with their work or duties.

6 Deliverables Provide the Contract Data Requirements Lists (CDRLs) called out in the table below. As prescribed by the base contract SOW provide with-in 14 days after task order award a proposed draft format for each CDRL for review and approval by the Government.
