Attachment A Attachment A Labor Categories

Labor categories contain qualifications as they relate to the number of years of experience. These numbers of years of experience are to show the relative importance of each category. Contractors may propose exceptional expertise or unique experience in lieu of the exact number of years of experience or formal education. Individuals in any labor category may be assigned the responsibility to serve as a team leader.

Library Aide Minimum/General Experience: At least one year of experience receiving, processing, filing, and/or retrieving media (paper, audio, visual) within a pre-defined and structured cataloging and storage system. Works under direct supervision on clearly defined tasks.

Functional Responsibilities: Follows a few clearly detailed procedures in performing simple repetitive tasks in the same sequence, such as filing pre-coded documents in a chronological file or operating office equipment, e.g., mimeograph, photocopy, addressograph or mailing machine.

Minimum Education: High School Diploma Library Clerk Minimum/General Experience: At least two years of experience receiving, processing, filing, and/or retrieving media (paper, audio, visual) within a pre-defined and structured cataloging and storage system. Ability to work with some direct supervision on clearly defined tasks that may be of medium complexity.

Functional Responsibilities: Follows a number of specific procedures in completing several repetitive clerical steps performed in a prescribed or slightly varied sequence, such as coding and filing documents in an extensive alphabetical file, simple posting to individual accounts, opening mail, running mail through metering machines, and calculating and posting charges to departmental accounts. Little or no subject-matter knowledge is required, but the clerk needs to choose the proper procedure for each task.

Minimum Education: High school diploma Library Assistant Minimum/General Experience: At least three years of experience receiving, processing, filing, and/or retrieving media (paper, audio, visual) within a pre-defined and structured cataloging and storage system. Ability to work with minimal supervision on tasks that may be complex and/or require selection of appropriate methods. May supervise other staff.

Functional Responsibilities: Work requires a familiarity with the terminology of the office unit. Selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. The clerical steps often vary in type or sequence, depending on the task. Recognized problems are referred to others.

Minimum Education: High School Diploma Senior Library Assistant Minimum/General Experience: At least five years of experience receiving, processing, filing, and/or retrieving media (paper, audio, visual) within a pre-defined and structured cataloging and storage system. Ability to organize and complete a variety of tasks requiring judgment and organizational skills. May supervise other staff.

Functional Responsibilities: Uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps that vary in nature and sequence. Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Typical duties include: assisting in a variety of administrative matters; maintaining a wide variety of financial or other records; verifying statistical reports for accuracy and completeness; and handling and adjusting complaints. May also direct lower level clerks. Positions above level IV are excluded. Such positions (which may include supervisory responsibility over lower level clerks) require workers to use a thorough knowledge of an office's work and routine to: 1) choose among widely varying methods and procedures to process complex transactions; and 2) select or devise steps necessary to complete assignments. Typical jobs covered by this exclusion include administrative assistants, clerical supervisors, and office managers.

Minimum Education: High School Diploma Librarian I Minimum/General Experience: Entry and training/journey level Librarian. Under direct supervision, performs full range of professional level library service duties, and apprises supervisor or team leader about progress and unusual complications.

Functional Responsibilities: The spectrum of duties for individual tasks may encompass one or more of the following areas: providing information and direction on the use of library resources; general reference services to include online searching and research; interlibrary loan; provide library web page content; and/or technical services, including, materials selection, acquisition, cataloging, and processing; participates in collection development, and implements library programs. Performs basic tasks and duties of a professional nature and scope that require some knowledge of library services, (reference sources and methods; cataloging and classification systems; collection development evaluation and materials selection; library automation systems; professional ethics and obligations) initially working under close supervision. Assists with updating and maintaining collections (both physical and electronic collections). Assists with marketing and user training efforts.

Education/Experience: A Master's Degree in Library Science (MLS) from a college or university accredited by the American Library Association (ALA); OR, a Bachelor's Degree from an accredited college or university supplemented by a minimum of 9 semester or 12 quarter units of graduate library science education accredited by the ALA; AND, 12 months of paraprofessional library experience.

· Reference Librarians and Interlibrary Loan Librarians should have knowledge of major on-line commercial information vendors and ability to search the Internet.

· Interlibrary Loan Librarians should have knowledge of OCLC (used for location holdings information at source libraries) and ILLiad.

· Catalogers should have knowledge of online cataloging systems, current MARC/AACR2/RDA standards and Library of Congress Subject Headings (LCSH).

· Archivists should have knowledge of the National Archives and Records Administration (NARA) guidelines for the disposition of records, MARC and Dublin Core standards for cataloging materials, and maintain appropriate archival standards and database management for library materials.

Librarian II Minimum/General Experience: Possesses skill set at full journey Librarian level and first-line supervisory Librarian level. Under general supervision, performs full range of professional level library service duties.

Functional Responsibilities: Responsible for providing the more difficult technical, professional, and management services, and may assist with the responsibility for, coordinating, and participating in management of library task. The spectrum of duties for individual tasks may encompass interlibrary loan, cataloging, acquisitions, reference assistance, research, and provision of library web page content. Assists with planning, organizing, and coordinating work activities involved in obtaining and making library resources available to customers. Assists in user training efforts and in the development of documentation for new staff and USGS employees. Assists with marketing efforts for promoting the library and its available resources. Provides information and updates for content of library web pages. Makes recommendations for collection development decisions. Assists with updating and maintaining collections (both physical and electronic collections).

Follows guidelines for the security of library collections and equipment. Performs general research and citation verification using on-line search techniques, automated tools, and other resources as necessary. Analyzes search requests, interviews requesters when needed, and develops search strategies, reviews and provides search results. Processes and fills requests for full text literature from internal and external resources (interlibrary loan function). Assists with compilation of library statistics. Works independently under overall project objectives and requirements. Apprises supervisor about progress and unusual complications.

Knowledgeable of library policy; interprets and assists in formation and implementation. May be responsible for planning, developing and implementing outreach programs. Requires working knowledge of library services; (meet requirements of Librarian I level; reference sources and methods, plus other information acquisition methods; library automation principles and practices, including computer equipment systems and software; principles and practices of library science). Receives instruction or assistance as new or unusual situations arise, and is knowledgeable of operating procedures and policies of the work unit. Some knowledge of principles and practices of supervision, training, and performance evaluation. May supervise library support staff. Demonstrated competencies at Librarian I level.

Education/Experience: A Master's Degree in Library Science (MLS) from a college or university accredited by the American Library Association (ALA); AND a) 1 year of experience as a Librarian I OR, b) 2 years equivalent full-time experience as a professional Librarian. Experienced with finding and searching scientific and technical information resources. Experienced in Microsoft office tools (Word, Excel, PowerPoint).

· Reference Librarians and Interlibrary Loan Librarians should have expertise in searching one or more major on-line commercial information vendors and expertise in searching the Internet.

· Interlibrary Loan Librarians should have experience in searching OCLC for location holdings information at source libraries and ILLiad.

· Catalogers should have expertise in online cataloging systems, (e.g. Horizon, the current online catalog at USGS), current MARC/AACR2/RDA standards, Library of Congress Subject Headings (LCSH), and the USGS classification system.

· Archivists should have knowledge of the National Archives and Records Administration (NARA) guidelines for the disposition of records, MARC and Dublin Core standards for cataloging materials, and maintain appropriate archival standards and database management for library materials.

Librarian III Minimum/General Experience: Ability to plan, develop and administer library services manage, train, supervise and evaluate the work of library professional and paraprofessional staff. Demonstrated competencies at Librarian II level.

Functional Responsibilities: Responsible for supervising, coordinating, and/or management of a library task. May supervise and/or coordinate Librarian I's and II’s. Plans, organizes, and coordinates work activities involved in obtaining and making library resources available to customers. Participates in development of collections, knowledgeable of library policy; interprets and assists in formation and implementation. May be responsible for planning, developing and implementing outreach programs and marketing strategies for promoting the library and its resources. Requires excellent knowledge of: library services, reference sources and methods, plus other information acquisition methods; library automation principles and practices, including computer equipment systems and software; principles and practices of library science). Provides orientations and assists in training efforts and in the development of documentation for new staff and USGS employees. Provides training, instruction, or assistance for librarians and library support staff as new or unusual situations arise, and is knowledgeable of operating procedures and policies of the work unit. Good knowledge of principles and practices of supervision, training, and performance evaluation. Supervised library support staff.

Makes recommendations to the government for collection development decisions. Ensures collections are updated and maintained (both physical and electronic collections). Works with the government on guidelines for the security and access to library collections and equipment. Performs general research using on-line search techniques, automated tools, and other resources as necessary. Analyzes search requests, interviews requesters when needed, and develops search strategies, reviews and provides search results. Processes and fills requests for full text literature from internal and external resources (interlibrary loan function). Compiles library statistics and analyzes data for the operation of the library or information center as required for USGS Libraries Program reporting. Works independently under overall project objectives and requirements.

Education/Experience: A Master's Degree in Library Science (MLS) from a college or university accredited by the American Library Association (ALA), plus 2 years of experience as at the Librarian II level; OR, a Master’s Degree as stated above and 5 years of equivalent full-time experience as a professional librarian, which includes progressively responsible supervisory experience. Experienced with finding and searching scientific and technical information resources. Experienced in Microsoft office tools (Word, Excel, PowerPoint).

· Reference Librarians and Interlibrary Loan Librarians should have expertise in searching one or more major on-line commercial information vendors and expertise in searching the Internet.

· Interlibrary Loan Librarians should have experience in searching OCLC for location holdings information at source libraries and ILLiad.

· Catalogers should have expertise in online cataloging systems, (e.g. Horizon, the current online catalog at USGS), current MARC/AACR2/RDA standards, Library of Congress Subject Headings (LCSH), and the USGS classification system.

Library Technician Minimum/General Experience: A minimum of one year of experience in library services. Some knowledge of library techniques, systems and procedures. Some knowledge of sources of reference and bibliographical material. Ability to use and explain the library facilities, including catalogs and other reference aids. Ability to deal effectively with volunteers and non-professional staff in instructing them in the use of the library. Ability to present ideas effectively orally and in writing. Ability to establish and maintain effective working relationships with personnel of the institution. Must be willing to maintain appearance appropriate to the assigned duties and responsibilities as determined by the agency appointing authority.

Functional Responsibilities: The spectrum of duties for individual tasks may encompass one or more of following types of duties:

· Answer simple or routine inquiries and refers customers requiring professional assistance to subject matter experts.

· Performs searches of the library’s online catalog. Assists in the use of other bibliographic tools, such as the Library of Congress catalog.

· Verify bibliographic information on customer requests. Perform library inventory maintenance, serial check-in, binding of journals, added copy entries in an online catalog environment.

· Assist with collection maintenance, performs shelving of materials, materials processing and simple data entry.

· Assists with interlibrary loans including document retrieval (from internal resources and from some Internet resources), copying, scanning, saving documents as electronic files, transferring electronic files from one location to another, and document delivery. Has basic knowledge of simple searching (author and title searches) in order to perform bibliographic verification and interlibrary loan duties.

Minimum Education: Associate's Degree from a recognized college or technical institute with 16 credits in library science or computer science. Two (2) years of experience in libraries. Has basic knowledge of and some experience with word processing, electronic mail, spreadsheets, and other office automation products.

Technical Information Specialist Minimum/General Experience: Possesses a broad knowledge of one or more professional, scientific, or technical disciplines or fields of interest needed to understand the significance and relationship of the concepts and ideas contained in the information area and a practical knowledge of documentation or library techniques.

Functional Responsibilities: Directs, administers, develops, coordinates, and performs professional level work involved in processing and transmitting scientific, technical, or other specialized information. Has experience and subject specialty expertise in particular field of information science, such as scientific or engineering research.

The spectrum of duties for individual tasks may encompass one or more of following types of duties:

· Performing simple online searching.

· Providing basic reference assistance based on general knowledge of scientific and technical literature, reference tools, and on-line cataloging systems such as Horizon. Verify bibliographic information for customers.

· Provide acquisition support, verifying bibliographic information and formats, placing orders using an internal database, providing support such as copy cataloging, and editing existing MARC records, verifying links of electronic resources, physical collection maintenance and checking in serials in various formats.

· Provide interlibrary loan and reference fulfillment support by performing a quality check of completed work (correct document obtained for requester); and processing and forwarding documents via electronic means (e.g. email).

· Provides scheduling of training classes or outreach activities and verifying available training locations. Schedules instructors for training sessions.

Education/Experience: Master's Degree in Library Science (MLS) from a college or university accredited by the American Library Association (ALA), with a Bachelor’s Degree in subject specialty, plus 1 year of experience at the Librarian II level; OR, a Master’s Degree in subject specialty, plus 2 years of experience at the Librarian I level, OR, a Bachelor's Degree in subject specialty plus two and one-half years of full-time experience at Librarian II level.
