About this file
This is a Technical Clarifications document for a federal contract opportunity involving powder coating services for aerospace components at Luke Air Force Base.
The government is establishing two Blanket Purchase Agreements (BPAs) using Lowest Price, Technically Acceptable (LPTA) procedures for powder coating services on fully assembled components delivered in raw condition. The contractor must coat Frame Assemblies on exterior surfaces only and BPU Assemblies on both interior and exterior surfaces. No mandatory special finish, color, surface-preparation, pretreatment, or coating-thickness requirements exist beyond providing a durable powder-coated finish suitable for intended use; however, historical finishes have used sandblasting preparation and Cardinal Powder Coatings BG631 or GN264 products. The contractor may employ its standard, commercially accepted preparation and powder-coating process provided the resulting finish offers consistent coverage and durability. The facility performing the work must be located within 30 minutes of Luke AFB, with delivery to Det 9 on Luke AFB. Quotations should separately price the NINER payload shell, auxiliary-power shell, and each access-door type, with batch minimums, special preparation, testing, and transportation listed as separate charges in a "menu" format to facilitate price-reasonableness determinations. The SOW estimates annual quantities of 100 chassis shells and 400 access doors, though there is no guaranteed order or minimum purchase commitment. The government will utilize the agreements as needed by Det 9, and both contractor-provided and government-coordinated transportation options are possible.

Technical Clarifications
• Components will be delivered to the contractor fully assembled and in raw condition.
• The Frame Assembly requires powder coating on exterior surfaces only. Interior surfaces of the Frame Assembly are not to be coated.
• The BPU Assembly requires powder coating on both interior and exterior surfaces.
• There are no mandatory special finish, color, surface-preparation, pretreatment, or coating-thickness requirements beyond providing a durable powder-coated finish suitable for the intended use.
• Historically, the components have typically been sandblasted prior to coating and finished using Cardinal Powder Coatings BG631 or GN264. These products represent the finishes commonly used; however, they are not intended to establish a mandatory proprietary coating requirement.
• The contractor may use its standard, commercially accepted preparation, and powder-coating process, provided the resulting finish provides consistent coverage and durability.
• No separate stripping requirement is anticipated because the items will be provided raw. Any minor fabrication residue, oxidation, or preparation necessary to support a quality finish may be addressed through the contractor’s normal process.
• Pricing format: Should quotations separately price the NINER payload shell, auxiliary-power shell, and each access-door type? May batch minimums, special preparation, testing, and transportation be listed as separate charges? We would like a price sheet that shows a “menu” of pricing per each service to determine price fair and reasonable upon award and issue of orders.
• Location requirement: Does the 30-minute proximity requirement apply to the prime contractor's business location or the subcontractor's facility where the work would be performed? Are there any additional requirements for subcontractors? The facility performing the work shall be within 30 minutes of Luke AFB.
Delivery location will be Det 9 on Luke AFB.
• Solicitation documents: The SAM.gov notice appears to include only the Statement of Work. Is there a separate solicitation, pricing schedule, or additional documentation outlining the submission instructions, evaluation criteria, and applicable contract terms? No additional documents. We are looking to establish 2 BPAs with LPTA procedures.
• Ordering and delivery: The SOW estimates annual quantities of 100 chassis shells and 400 access doors. Are these estimates without a minimum purchase commitment? Also, would the contractor be responsible for transporting components to and from Luke AFB, or would delivery and pickup be coordinated by the government? There is no guaranteed order. We are establishing an agreement to be utilized as needed by Det
9. Both transportation options are possible.
