About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform for office desks. The procurement is a micro purchase with a contract value not to exceed $45,000, adjusted annually by CPI-U. Quotes are due July 27, 2026, and the contract term is automatically limited to 365 days from the effective date. No bidders' conferences or site visits are specified. The City reserves the right to reject any or all quotes, accept multiple sellers, or make awards on individual items.

All pricing must be quoted on a firm, fixed-price basis with no price adjustments permitted after bid opening, and quotes remain valid for 60 days from submission. Sellers must submit an executed Consent and Authorization Agreement prior to bid closing, either attached to their vendor profile during initial registration or submitted with their first quote. Mandatory insurance requirements include workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence if applicable. Products must be delivered FOB Destination Point. Vendors must comply with Philadelphia's nondiscrimination ordinances, tax indebtedness certifications, ethics requirements, and business tax registration with the City of Philadelphia Department of Revenue. Submission of the optional LGBTQ Applicant Opportunity Data Form is voluntary and allows vendors to disclose LGBTQ ownership or relevant certifications from NGLCC/IBA, EMDC, PAUCP, Disability:IN, or WBENC. All questions must be directed through the Q&A tab on PHLContracts; direct contact with city personnel is prohibited.
