About this file

This is a Sole Source Justification Form for the Illinois Secretary of State related to a mission-critical hardware maintenance contract. The document supports the state's intent to enter into a sole source procurement with IBM for the provision of Mission Critical and z16 Mainframe hardware maintenance and support services. The contract term runs from July 1, 2026, through June 30, 2027, with a contract value of $748,266.48. No bidder's meetings, site visits, or competitive response dates are referenced in this sole source justification context, as the procurement is designated for a single vendor based on documented justification.

The justification for sole sourcing to IBM centers on the proprietary nature of the z16 Mainframe systems and related mission-critical hardware currently in use by the Illinois Secretary of State, for which IBM is the sole manufacturer and authorized service provider. The contract represents a continuation of existing maintenance support essential to the ongoing operations of the state's critical information technology infrastructure. No set-asides, renewals, or alternative funding sources are indicated in the documentation. The procurement is funded through the Secretary of State's operational budget for the fiscal year period specified.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

ILSOS requires maintenance and support on IBM equipment/mainframe currently in use in our Information Technology Department.

Service on this equipment must be performed by IBM-trained engineers in order to validate issues, coverage, repair, and warranty of IBM hardware.

2. Provide a list and describe in detail the specifications required to satisfy the need:

ILSOS needs to maintain all IBM Hardware to ensure working order of all products in our infrastructure. ILSOS needs a vendor to provide the ability to support mandated requirements to the citizens of Illinois. Attached is a generic list of IBM hardware needed for coverage HWMA Power IBM Media Retention Power MCP Remote Support HMC SWMA AIX Enterprise Edition IBM Support Insights Edition HWMA Storage z16 Mainframe Maintenance

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

Mission critical systems which provide support and services for the duties of the Secretary of State's office to be carried out are supported by IBM Mainframe hardware and software. These critical systems have been implemented for many years by Information Technology to provide the processing of all 25 office departments. IBM Mainframe is ILSOS's infrastructure to provide computer access in order to process services to the Illinois citizens 24 hours a day, 7 days a week. In order to meet this requirements, IBM hardware maintenance is required to expedite any issues, downtime and repairs.

Requesting Agency/University Illinois Secretary of State

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

At this time, there is no alternative vendor that could provide these services. They would have to be authorized by IBM to work on they IBM systems, their pricing would be in addition to IBM's, and they may not be able to meet the coverage requirement times if a situation arises with hardware that is operational 24 hours per day. The maintenance is on IBM equipment and IBM-trained engineers validate the issue, coverage, repair, warranty of IBM hardware

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If no, why weren't alternatives evaluated?

Due to the timeline and nature of the coverage, ILSOS is going directly to IBM to ensure proper coverage on the IBM equipment in the environment as IBM requires authorized IBM trained engineers to ensure all agency services continue without interruption.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

ILSOS has always procured these services of a State of Illinois master contract that is open to all public entities. The replacement of this contract did not include the use of joint purchasing. IBM was able to give ILSOS competitive rates and even lower some rates from the previous year.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

ILSOS will lose coverage of its agency mission critical hardware and software maintenance of IBM products. ILSOS would face reinstatement fees, fines without this sole source contract.

10. Is there any additional information you would like to add to justify this sole source?
