About this file
This is a presentation document for the Los Angeles District Business Opportunities Open House (BOOH) held on March 18, 2025, hosted by the U.S. Army Corps of Engineers Los Angeles District under Chief of Contracting Division Sean Sackett.
The presentation covers the Los Angeles District's contracting operations and opportunities, providing contractors with essential information for doing business with the District. Key historical data shows the District awarded an average of 815 contract actions annually over the five-year period FY21-FY25, with total obligations averaging $868,632,120 per year. FY25 represents the highest activity level with 819 contract awards totaling $2.168 billion in obligations. The District covers a geographic service area including California military installations (Fort Irwin, Vandenberg AFB, Edwards AFB, Creech AFB, Nellis AFB, March ARB, and others) and Arizona installations. The presentation outlines recent and emerging changes to the District's contracting processes, including implementation of Revolutionary FAR Overhaul (RFO), Design-Build-to-Budget acquisition strategy for construction projects using FAR Part 36 two-phase procedures with qualifications-based selection and firm-fixed price contracts, Advanced Pre-Qualification Sources List (A-PQSL) for collaborative contractor input during design development, Other Transaction Authorities (OTAs), and Cyber Security Maturity Model Certification (CMMC) requirements. For contractors seeking opportunities, the presentation emphasizes mandatory registration in both the System for Award Management (SAM) at www.sam.gov and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, completion of certifications and representations, and searching solicitations under the W912PL contracting office. Follow-on questions from the industry day are to be submitted in writing to kinya.r.minami@usace.army.mil and Abegail.c.banaga@usace.army.mil.

CHANGES TO PROCESSES
Changes to the Way We Conduct Business
• a
• Design-Build-to-Budget
• USACE "Design-Build to Budget" is an acquisition strategy that discloses the maximum construction budget in the RFP to align project scope with available funding. Following FAR Part 36 two-phase procedures, this method uses a qualifications-based selection (Phase 1) and collaborative, proprietary meetings (Phase 2) to prevent overdesign, minimize budget overruns, and maximize value within a firm-fixed price contract
• Advanced Pre-Qualification Sources List (A-PQSL)
• SPL acquisition strategy that maximizes input from PQSL contractors during design development through construction solicitation advertisement aimed at shortening acquisition lead time by reducing RFI’s during construction solicitation and reducing engineering changes through post-award construction execution
• Other Transaction Authorities (OTAs)
• Cyber Security Maturity Model Certification (CMMC)
