About this file

This is a Questions and Answers document related to the Anzalduas Dam Janitorial Services solicitation (FY26R3141022). The document serves as a reference guide for potential offerors responding to the solicitation and does not contain specific product or service requirements. The Q&A file is intended to clarify aspects of the solicitation, provide guidance on submission requirements, and address inquiries from small businesses interested in bidding on the janitorial services contract for the International Boundary and Water Commission's Anzalduas Dam Admin Office in Mission, Texas.

Offerors should reference this document in conjunction with the main solicitation to understand submission procedures, including emailing quotes to danilo.martinez@ibwc.gov by September 22, 2026, at 2:00 p.m. (MST), including their active UEI number and a completed price sheet. 1. Please confirm whether FY26R3141022 is:

1. 100% Total Small Business Set-Aside; or 2. Restricted to the SBA 8(a) Program.

100% Small-Business Set Aside

2. The SAM.gov notice states that services are performed from 8:00 a.m. to 4:00 p.m., while the SOW states 8:00 a.m. to 4:30 p.m. Please confirm the authorized service window and whether the contractor must remain onsite for the entire period or may leave after completing all required tasks.

The authorized service window is 8:00 a.m. to 4:30 p.m. on Tuesdays.

The SOW does not require the contractor to remain onsite for the entire period; tasks simply must be completed within that window.

3. The SOW requires vacuuming before the facility opens, although the authorized service window begins at 8:00 a.m. Please confirm the facility’s opening time and whether earlier access will be permitted.

The facility opening time is not stated in the SOW.

Because vacuuming must occur “prior to facility opening,” the contractor will need early access, but this is not explicitly confirmed. Government clarification is required.

· Vacuuming can be performed during normal working hours.

4. Please confirm whether the scope is limited to the approximately 1,500-square-foot Administration Building. The work schedule also refers to “all buildings,” a personnel building, showers, employee lockers, and an oven.

The scope is not limited to the 1,500‑sq‑ft administration building.

Monthly tasks include cleaning refrigerators in all buildings, cleaning an oven in the personnel building, and servicing showers, employee lockers, and interior/exterior glass beyond the admin building.

5. Please provide the approximate square footage of carpet, vinyl composition tile, and ceramic tile requiring service.

The SOW identifies that all three flooring types exist but provides no square‑foot breakdown.

· The only flooring that exist in that building is vinyl tile.

6. Please provide the approximate quantities of restrooms, toilets, urinals, sinks, showers, windows, exterior glass, shredders, appliances, and employee lockers included in the scope.

The SOW requires cleaning of these items but provides no quantity counts for any of them.

· 2 restrooms

· 2 toilets

· 1 urinal

· 4 sinks

· 3 windows

· 1 shredder

· 2 sets of employee lockers

7. Approximately how many employees regularly occupy the facility, and is historical consumption information available for toilet tissue, paper towels, soap, trash bags, and deodorizers?

No staffing or historical usage information is provided.

· 4 to 5 employees during the day

8. What is the maximum height of the exterior glass and other surfaces requiring cleaning above eight feet? Will a ladder be sufficient, or will specialized access equipment be required?

Routine cleaning includes work above 8 feet, but the maximum height and equipment requirements (ladder vs specialized equipment) are not specified.

· Ladder should be sufficient

9. Should the monthly and quarterly services be completed during the regular Tuesday visit, or may additional service time or a separate visit be scheduled?

Monthly and quarterly services are scheduled to occur during the regular Tuesday service window, unless IBWC moves the date due to emergency operations.

10. Will the contractor be permitted to store equipment and supplies in the janitorial closet, and will water and electrical connections be available onsite?

The SOW states janitorial closets must be kept neat but does not explicitly confirm whether contractors may store equipment or whether water/electrical hookups are available.

· We can designate an area for the contractor to use and water and electrical will be available .

11. Are there any background checks, security clearances, access procedures, escorts, or advance employee-registration requirements?

No security or clearance requirements are listed. Please check with SSD.

· Access will be provided by Supervisor, SSD or Anzalduas employee. There is always an employee on site. No additional clearance is needed.

11. Please also confirm the controlling base-year performance period, as the dates listed in the SOW and CLIN structure differ.

The base period is to be determined and adjusted on award.
