About this file

Amendment 0003 for Solicitation Number FY26R1221102 is for USIBWC SCADA Lifecycle Support, issued to clarify the Performance Work Statement without changing the scope of work, evaluation factors, period of performance, or submission due date. The amendment focuses on the Nogales (AZ) site, which requires development of two SCADA system rebuild solutions (higher-price and lower-price options) for the NIWTP SCADA system. The government is seeking detailed information from potential offerors about the current SCADA infrastructure, including specifics on PLCs, remote I/O racks, field panels, servers, network complexity, and the expected scope of the rebuild (infrastructure only or including control strategy and process logic modernization). However, the technical expert has indicated an inability to respond to the detailed questions due to the complexity of variables involved.

Amendment 0003 Solicitation Number FY26R1221102 Title USIBWC SCADA Lifecycle Support

Purpose of Amendment This amendment is issued to clarify Performance Work Statement. This amendment does not change the scope of work, evaluation factors, period of performance, or submission due date.

Amendment Details

This amendment is issued to ensure equal access to information for all offerors. All other terms and conditions of the solicitation remain unchanged unless specifically stated below.

For the Nogales (AZ) site, the PWS requires development of two SCADA system rebuild solutions (higher-price and lower-price options). To appropriately estimate the level of effort for this activity, can the Government provide or confirm the following for the NIWTP SCADA system?:

• Approximate number and types of PLCs currently in scope (e.g., ControlLogix, CompactLogix, legacy models)

• Approximate number of remote I/O racks and field panels

• Number of SCADA servers, HMIs, and application nodes (production, development, backup)

• Size and complexity of the OT network (e.g., number of switches, VLANs, fiber runs within the plant)

• Whether the rebuild concepts are expected to address only SCADA/OT infrastructure (servers, PLCs, network) or also include control strategy and process logic modernization

• Expected design maturity for the rebuild plans (conceptual architecture vs. preliminary engineering suitable for procurement)

Answer:

Technical expert dictates that they are unable to respond because there are too many variables.

All other terms and conditions of the solicitation remain unchanged.

End of Amendment.
