About this file
This is a Request for Information (RFI) from the U.S. Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC) seeking vendors for a pharmacy temperature monitoring system to be deployed across 17 detention facilities. The RFI covers comprehensive requirements for a system that can monitor temperatures, humidity, door status, and provide alerts for refrigerators, freezers, and medication storage areas, with specific needs including cloud or on-premises data storage, remote access capabilities, robust reporting functions, and compliance with CDC, VFC, and FDA 21 CFR Part 11 standards.
Vendors must address detailed specifications including system functionality, data monitoring, alert mechanisms, calibration processes, implementation timelines, and security protocols. The system must support 17 sites with 57 refrigerators, 22 freezers, and 75 storage areas, with potential for future expansion. Responses are limited to 15 PDF pages and must be submitted by the specified deadline. The RFI indicates potential small business set-aside opportunities, with vendors required to demonstrate capabilities across software/hardware requirements, system security, interoperability, and provide transparent pricing models for enterprise-level deployment.

Background The Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Office of Enforcement and Removal Operations (ERO) enforces U.S. immigration laws. ERO identifies, apprehends, detains, and removes individual unlawfully present in the United States. ICE Health Service Corps (IHSC) serves as the health authority for ICE / ERO on all matters related to detainee healthcare.
IHSC healthcare services include activities necessary to support immigration law enforcement and national security. Currently, IHSC manages 17 detention facilities, which dispensed over 350,000 prescriptions in fiscal year 2024. IHSC is conducting market research to identify vendors capable of providing modernized temperature monitoring systems for medical refrigerators, freezers, and storage areas where medications and vaccines are kept.
