About this file
This is a Statement of Work (SOW) for the Amistad Powerplant Chemical Dosing System for the U.S. Section of the International Boundary and Water Commission (USIBWC).
The procurement requires delivery of one chemical dosing single pump system equivalent to or exceeding DICE DM specifications, one chemical dosing duplex pump system equivalent to or exceeding DICE DM specifications, and 275 gallons of copper-based chemical equivalent to or exceeding EarthTEC QZ specifications, along with comprehensive documentation and training. The chemical dosing systems must include detailed technical specifications including 1/2" sizing with 0-150 psi pressure ratings, acrylic block materials, CPVC wetted parts, PTFE valve seats, FKM/Viton diaphragm and seal materials, stainless-steel fasteners, and specific components such as ball valves, check valves, pressure gauges, injection quills, pulsation dampeners, and wall-mounted panels. The copper-based chemical contains 19.8% copper sulfate pentahydrate with 5% metallic copper and is designed for control of algae, nonpublic health bacteria, aquatic weeds, mollusks, leeches, and zebra mussels. Deliverables also include two complete sets of hard copy and electronic manuals covering operator procedures, parts information, service guidance, system documentation, preventative maintenance, and installation instructions, plus on-site product and operational training within ten days of delivery.
The vendor has 90 calendar days from the purchase order effective date to complete delivery of all systems, chemicals, and documentation to the Amistad Dam Field Office in Del Rio, Texas (670 Texas Spur 349, Del Rio, TX 78840), with training to be completed within 10 days thereafter. Factory Assembly and Testing (FAT) must verify system operation at maximum pressure of 150 psi and inspect for leaks. All systems and auxiliary piping must be chemically compatible with EarthTEC QZ, and vendor must submit complete installation drawings for government approval prior to system ordering. Payment will be made upon acceptance by the Amistad Field Office through the Invoice Processing Platform (IPP) electronic invoicing system, with a copy of the invoice submitted to the Field Office. The primary point of contact is Angelica Baca at angelica.baca@ibwc.gov, and work hours are 7:30 am to 4:00 pm local time, Monday through Friday, excluding federal holidays.
