About this file
This is a Statement of Work (SOW) for a chemical dosing skid pump system to address zebra mussel infestation at the Amistad Dam hydropower plant. The International Boundary and Water Commission (IBWC) is experiencing significant zebra mussel contamination throughout the raw cooling water system that feeds critical components including generator air coolers, bearings, turbine packing, turbine wear rings, HVAC air handling units, compressor aftercoolers, and raw water hydrants. The infestation has already resulted in clogged strainers and downstream piping damage.
The procurement is issued as a combined synopsis and solicitation (RFQ) under solicitation number FY265701045 with a 100% small business set-aside using NAICS code 424690 (Other Chemical and Allied Products Merchant Wholesalers) with a small business standard of 175 employees. Offers are due by 3:00 PM Mountain time on July 2, 2026, and must be submitted via email to angelica.baca@ibwc.gov or seone.jones@ibwc.gov with an active UEI# and completed price sheet. Questions must be submitted by 3:00 PM Mountain time on June 25, 2026. The contractor must complete all work within 90 calendar days after contract award and shall provide all labor, material, equipment, subcontracts, supervision, and management. Award will be made to the lowest price, technically acceptable, responsible offeror. The place of performance is Del Rio, Texas (670 Texas Spur 349, 78840), and the PSC code is 4320 (Power and Hand Pumps).

Scope Of Supply for
Amistad Powerplant Chemical Dosing System
I. BACKGROUND:
Amistad Dam’s hydropower plant is currently experiencing significant zebra mussel infestation throughout the raw cooling water system, which feeds critical components including generator air coolers, bearings, turbine packing, turbine wear rings, HVAC air handling units, compressor aftercoolers, and raw water hydrants. This infestation has already resulted in: clogged strainers and downstream piping (<1.5 in.), causing repeated low‑flow HVAC alarms and the need for continual manual flushing. Reduced cooling efficiency, jeopardizing the operation of the two 33‑MW generators, which rely entirely on raw cooling water drawn from Lake Amistad—now heavily infested with zebra mussels.
Failure to address this will increase equipment wear, unplanned outages, and potential de-rating of hydropower generation units.
Zebra mussels rapidly recolonize; intermittent or manual treatments are insufficient. Continuous dosing at targeted injection points (as recommended—two skids with dosing pumps) ensures protection of the entire raw cooling water network. Current manual efforts—flushing pipes, cleaning strainers, and addressing repeated flow restrictions—are labor‑intensive and unsustainable. Automated injection directly reduces the frequency of emergency HVAC and cooling system shutdowns, manual de-fouling operations and component degradation due to restricted cooling water flow.
The United States Section of the International Boundary and Water Commission (USIBWC). Amistad Dam Field Office requires the purchase of one chemical dosing single pump system (That is the equivalent to or exceeds the specifications of a DICE DM), one chemical dosing duplex pump system (That is the equivalent to or exceeds the specifications of a DICE DM), and Copper Based Chemical (That is the equivalent to or exceeds the specifications of a Earth Tec QZ). The equipment shall include the items listed below that meet or exceed manufacturer guidelines and or recommendations. All items categorized as standard equipment shall be provided. The equipment will be delivered to the United States Section of the International Boundary and Water Commission (USIBWC), Amistad Dam Field Office in Del Rio, Texas.
