About this file
This document is a Justification for Exception to Fair Opportunity (JEFO) from the Department of Homeland Security's Federal Protective Service Acquisitions Division. The document seeks to extend a task order with Triple Canopy for Protective Security Officer (PSO) services at the Federal Triangle Complex in Washington, DC for a 9-month period from 01/01/2026 to 09/30/2026, with an estimated value of $41.6 million. The extension is being pursued to allow time for completing procurement of a follow-on task order, with a 120-day transition period needed due to unexpected delays in the pre-solicitation phase, government shutdown, and challenges in finalizing stakeholder consultations.
The extension will be executed under the existing multiple award contract 70RFP224DEC000011, with Triple Canopy continuing to provide PSO services. The document includes a price analysis comparing Triple Canopy's rates with other contractors, concluding that their proposed rates are fair and reasonable and in line with the current range of prices for similar services. The Federal Protective Service Acquisitions Division (FPS AD) plans to solicit a competitive task order under Track #1 of the current MAC contract, with the anticipated follow-on task order to be awarded by May 31, 2026, and a performance start date of October 1, 2026.

4. Identify the exception to fair opportunity and supporting rationale, including a demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the exception cited.
