State of Washington State Board for Community and Technical Colleges
LEGAL NOTICE
Sole Source Posting
REPOSTED JUNE 30, 2025
The Washington State Board for Community and Technical Colleges (SBCTC) contemplates awarding a sole source contract to the Washington State Labor Council, AFL-CIO. The contractor will foster and facilitate partnerships between organized labor, the state’s community and technical college system, and the SBCTC. The focus is to strengthen college workforce education and training programs including, but not limited to, Worker Retraining.
SBCTC believes that the Washington State Labor Council, AFL-CIO is uniquely qualified to provide these services because it has program-specific expertise of the complexities within the 34 community and technical colleges in Washington State and has established relationships with the stakeholder groups within the labor community and the college system. Additionally, The Washington State Labor Council, ALF-CIO is the state’s largest labor organization with access to the most representative organized labor resources.
As part of this announcement, offerors contemplating submitting capability statements, must meet the following:
1. The contractor must be an organized labor entity. A requirement of RCW 28B.50.252 establishing the Vocational Educational Program Advisory Committee includes language specifically stating that the local committee must (c) Include representatives of business and labor who reflect the local industry, and the community. In order to contract for the work in this contract you must be a local labor representative from the community.
2. Required to provide labor union representatives to college professional/technical program advisory committees in Washington State community and technical colleges across the state.
3. Required to provide training on the specific roles and responsibilities of a labor representative on the professional/technical program advisory committees for each new and existing labor representative placed into the community and technical college advisory committees regarding their specific roles and responsibilities on the committees.
4. Required to share current information about labor issues that are relevant to college instruction. Must be able to provide information about the Labor Union’s workforce agenda and any other public policy agendas related to workforce, as appropriate.
5. Required to have specific knowledge of how unions function, must be able to provide trainings on how unions function, and as part of those trainings, provide updates on recent changes in national organizations, and updates key workforce issues from an organized labor perspective.
6. Required to provide subject matter expertise as an Organized Labor Organization to SBCTC. This requirement ensures that the Vendor can competently assist colleges and/or college system consortiums in grant proposal planning and design in the role of a labor subject matter expert so that grant applications have direct Labor Union input and credibility.
The 12-month contract, which may, at the sole discretion of the SBCTC, be extended to 24 months upon satisfactory progress, will be issued on or about July 22, 2025. The dollar value is estimated at no more than $98,000 per fiscal year. Comment by Jensen, Brooke (DES): Is the intention here to reserve one (1) 12-month extension, making it a possibility for a 24-month contract term in totality (should the optional extension be utilized); or, are you saying it’s an initial period of 12-months, but could be extended by an additional *up to* 24 months, for a total possible term of 36 months? Comment by Jensen, Brooke (DES): If posted today, the soonest possible start date to be in compliance w/law/policy is the 18th. Comment by Jensen, Brooke (DES): If there is any chance at the dollar value exceeding this on a FY basis, include language that provides for the chance this could increase. Something like “each year extension may result in equal (and/or slightly higher) consideration being added to the total contract value”
Offerors contemplating the requirements outlined above must submit capability statements detailing their ability to meet the state’s requirements no later than 10 business days from the date of this announcement. In the absence of qualified sources, it is the state’s intent to make a sole source award of the contract.
