About this file
This document is a Justification for an Exception to Fair Opportunity for a federal procurement.
The Naval Facilities Engineering Systems Command (NAVFAC) Information Technology Center (NITC) is seeking a brand name, firm-fixed-priced task order for one-year licenses of the Trellix DoD Endpoint Security Suite (TRX-EPTEDR-SUITEG) to be issued under the Trellix Department of Defense Enterprise Service Initiative through the NASA Solutions for Enterprise-Wide Procurement (SEWP) V catalog to an authorized reseller. The procurement requirement includes: two prepaid deployment consultation services (part number MD-DEPLOYPPG), 800 units of Data Security Suite 1: 1TE (part number DATAEVE-ATBG), and one Trellix DoD ESS Endpoint Security Suite license (TRX-EPTEDR-SUITEG) supporting up to 800 nodes or servers. The Independent Government Cost Estimate is $396,755.12, with a one-year period of performance from the date of award. The procurement is justified under 10 U.S.C. § 3204(a)(1), as implemented by FAR Subpart 16.507-6(b)(6), citing compliance with Department of Defense cybersecurity directives (DoDI 8500.01, DoDI 8510.01) and DISA Security Technical Implementation Guides. The contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), and the justification was approved by the Contracting Officer on June 16, 2026. Competition exists among three small business authorized resellers on the NASA SEWP ESI catalog, with future requirements to be competed among authorized resellers and set aside for small business when two or more are available.

Justification for an Exception to Fair Opportunity
1. AGENCY AND CONTRACTING ACTIVITY: This is a Justification for an exception to fair opportunity. The requiring activity is the Naval Facilities Engineering Systems Command (NAVFAC) Information Technology Center (NITC). The contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC).
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:
The proposed action is for a brand name, firm-fixed-priced task order to be issued under the Trellix Department of Defense (DoD) Enterprise Service Initiative (ESI) National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V catalog to an authorized reseller of Trellix products.
3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: This requirement is to procure one (1) year licenses for Control Systems Platform Enclave (CSPE) enterprise-wide requirements of Trellix DoD Endpoint Security Suite (TRX-EPTEDR-SUITEG).
The Trellix DoD ESS Endpoint Security Suite (TRX-EPTEDR-SUITEG) is a comprehensive, one-year endpoint security solution designed to meet the U.S. Department of Defense’s strict security standards for enterprise and military environments. This suite is tailored to provide a unified endpoint protection solution, supporting up to 800 nodes or servers, and is specifically aligned with the DoD’s endpoint security baseline requirements. It includes advanced endpoint detection and response (EDR) capabilities, offering robust threat detection, investigation, and response features essential for protecting critical infrastructure. Managed through ePolicy Orchestrator (ePO), the suite ensures centralized management and streamlined operations, making it an ideal choice for large-scale deployments in high-security environments. This procurement is intended to enhance organizational cybersecurity posture while ensuring compliance with federal security mandates and military-specific requirements.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY: The statutory authority permitting an exception to fair opportunity is Section 10 U.S.C. § 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.507-6(b)(6) which provides that the order satisfies one of the exceptions permitting the use of other than full and open competition listed in 6.103 (10 U.S.C. § 3406(c)(5)). In accordance with FAR 6.103-1, only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. There are multiple contract holders on NASA SEWP who are authorized resellers of Trellix products and services. This authority will allow for limiting competition and negotiation with authorized resellers of the original equipment manufacturer (OEM) for Trellix product and services.
5. RATIONALE/EXPLANATION TO SUPPORT CITED AUTHORITY: The purchase of requirements, as outlined in key directives such as DoDI 8500.01 (Cybersecurity), DoDI 8510.01 (Risk Management Framework), and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs). These guidelines mandate the implementation of standardized endpoint security solutions to ensure the protection of DoD information systems.
Trellix ESS is the approved and trusted solution for meeting these security controls, enabling compliance with DoD policies and providing robust protection against cyber threats across DoD networks and systems. Furthermore, it is essential for Endpoint Detection and Response (EDR) capabilities, which are essential for detecting, investigating, and responding to security threats in real-time.
6. FAIR AND REASONABLE COST DETERMINATION: The Government anticipates obtaining adequate competition via NASA SEWP ESI as there are three (3) small businesses, who authorized resellers of Trellix ESS on the ESI-SEWP catalog for Trellix products and services. Adequate price competition is expected to result in a fair and reasonable price. Prior to award, the Contracting Officer will conduct a price analysis in order to determine that the price is fair and reasonable in accordance with FAR part 13.203.
7. ANY OTHER FACT SUPPORTING THE JUSTIFICATION: It was determined through a search of the DoD ESI website (www.esi.mil) that competition is viable among small businesses that hold NASA SEWP contracts for the required brand name Trellix and all part numbers associated within the statement of work (SOW). Of the 5 contract holders on the accordance with FAR 16.507-6(b)(6), this justification will be posted with the solicitation on
NASA SEWP.
8. ACTIONS TO INCREASE COMPETITION: Future requirements will continue to be competed among authorized resellers, and when there are two or more, the requirement will be set aside for small business.
