The contractor must establish a help desk with phone or web portal support available 8:00 am to 5:00 pm local standard time with maximum 3-minute call answer times. Pricing shall be submitted on a firm-fixed-price monthly basis with two contract line items: CLIN 00001 for trash and recycling services over 12 months and CLIN 00002 for one-time processing, administrative, and account transfer fees included in the first month invoice. The contractor must be registered in the System for Award Management (SAM), submit invoices through the Invoice Processing Platform (IPP), and comply with all Federal Acquisition Regulations.
