About this file
This is a Site Location and Evaluation Sheet for the Iowa Communications Network's (ICN) FY26 Invitation to Bid (ITB) Part 3, detailing telecommunications infrastructure projects across Iowa. The document specifies dark fiber leased service and Ethernet service offerings at 47 selected locations throughout the state, including schools, community colleges, Area Education Agencies (AEAs), and state facilities. The solicitation seeks bids for connecting these end-point locations to ICN Connection Points of Presence (CPOP), with service options including dark fiber contracts available in 6-year, 10-year, and 20-year terms, as well as Ethernet services available in 3-year and 5-year terms with bandwidth options ranging from 100Mb to 1,000Mb. The bid solicitation opened on November 20, 2024, at 3:00 PM CST and closed on December 31, 2024, at 3:00 PM CST, with written questions due by December 11, 2024. Bid proposals must remain firm for 180 days, and bids must be physically delivered to the ICN office at the Grimes State Office Building in Des Moines.
The evaluation sheet provides specific site locations with primary connection points and alternate connection points, enabling bidders to propose service solutions tailored to each site's geographic and infrastructure circumstances. The procurement strategy emphasizes awarding contracts to the lowest-cost service provider at each designated location, allowing for competitive pricing across the multiple sites and service types. The sites span diverse regions of Iowa, including northeastern, central, and western areas, and encompass educational institutions, state corrections facilities, and community college learning centers. The document establishes the framework for collecting monthly pricing proposals across the various dark fiber contract terms and Ethernet bandwidth tiers, facilitating a comprehensive evaluation of cost-effective telecommunications solutions for the state's infrastructure modernization initiative.
