About this file
This document contains Sections L and M of a solicitation for waste disposal services at the Wyoming State Office in Cheyenne, issued by the Department of the Interior Bureau of Land Management Nevada Region (Solicitation Number: 140L3926Q0028). The Government seeks to award a single firm-fixed-price contract to remove, load, transport, and dispose of Government-designated materials within a 45-calendar-day performance period following Notice to Proceed. The scope requires maintaining emergency egress and facility protection, coordinating escorts and site access compliance, and implementing lawful disposal methods with recycling where practicable.
Offerors must submit two-volume proposals electronically in PDF format. Volume I (Technical Proposal) must address technical approach, waste management plan, safety plan, contractor quality control plan, key personnel and resources, and past performance within the last five years on similar solid waste removal or facility protection projects. Volume II (Price Proposal) requires a completed bid schedule with unit prices and extended totals, a price narrative detailing basis of estimate and cost assumptions, and clearly stated assumptions. Evaluation will employ a tradeoff source selection process based on technical merit weighted at 100 percent: Technical Approach (30%), Contractor Quality Control Plan (25%), Past Performance (20%), Key Personnel and Resources (15%), and Safety and Risk Mitigation (10%). Price reasonableness and realism will be evaluated in conjunction with technical merit. The Government reserves the right to conduct discussions with offerors or make award without discussions.
