8. FAR 52.212-2, Evaluation--Commercial Items applies to this acquisition – ADDENDUM

a. Basis for Award:

The Government intends to award a firm fixed-price contract to the responsible quoter whose quotation is responsive to the solicitation and is determined to be the best value to the Government, using the tradeoff approach in accordance with Federal Acquisition Regulation (FAR) Parts 12, 13 and 15, Department of Defense (DoD) FAR Supplement Procedures, Guidance and Information Subpart 215.3, and Department of the Air Force FAR Supplement (DAFFARS) Mandatory Procedure (MP) 5315.3. Selection of the best value to the Government will be achieved through a process of evaluating the strengths and weaknesses of each Offeror’s quotation against the below evaluation factors for award.

Award will be made to the Offeror whose proposal represents the best value to the Government, considering Technical, Past Performance, and Price. The Government reserves the right to select other than the lowest-priced offer if a higher-priced proposal is determined to provide superior Technical merit or Past Performance that is worth the price premium. In conducting the tradeoff, the Government may determine that a higher-rated Technical or Past Performance proposal provides benefits that justify paying a higher price. Conversely, the Government may select a lower-priced proposal if the additional benefits of a higher-priced offer are not justified.

b. Evaluation Factors for Award:

The following factors shall be used to evaluate quotations. These factors are listed in their relative order of importance: i. Technical Capability, ii. Past Performance, and iii. Price.

Acceptability IAW Solicitation: The following ratings will be used in evaluating all non-price factors and sub-factors:

Rating Description

Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.

Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.

c. In determining the best value to the Government, the Technical Capability and Past Performance Evaluation Criteria, when combined, are more important than the evaluated price. The Government is more concerned about obtaining a superior Technical Capability quotation with evidence of past performance than making an award at the lowest evaluated price. However, the Government will not make an award at a price premium it considers disproportionate to the benefits associated with the evaluated superiority of one technical quotation over another. Thus, to the extent that Offeror’s technical and past performance quotations are evaluated as close or similar in merit, the evaluated price is more likely to be a determining factor.

d. Factor I: Technical Capability Quotations will be evaluated on the Offeror’s ability to provide all the contract requirements as requested within the above FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition – ADDENDUM.

The Government will review the Offeror’s technical capability for completeness and clarity relative to all information requested within this combined synopsis/solicitation. The Government will evaluate the Offeror’s Technical Capability submission to determine whether it meets the minimum requirements of the solicitation and Performance Work Statement (PWS).

1. Technical Description of the Items Offered:

The Government will review the Offeror’s technical description of items offered. The Government will verify that the Offeror’s technical description, product literature, datasheets, or catalog cuts clearly demonstrate that the proposed frequency converter

The Technical Capability factor will be evaluated on an Acceptable / Unacceptable basis. To be rated Acceptable, the Offeror must provide all required documentation listed under

2. Compliance With German/EU Technical Regulations

The Government will evaluate whether the Offeror has submitted adequate documentation demonstrating its ability to perform electrical equipment installation and commissioning in accordance with applicable German/EU technical and safety standards (e.g., DIN, EN, LBauO).

To be rated Acceptable, the Offeror must clearly show familiarity and capability to operate under these standards.

3. Qualified Technical Personnel The Government will evaluate the Offeror’s documentation to confirm that proposed technicians possess suitable qualifications (e.g., certified electricians, OEM-trained technicians, or equivalent credentials).

Failure to demonstrate qualified personnel will result in an Unacceptable rating.

4. OEM Authorization (If Applicable)

If the proposed equipment requires OEM-authorized installation or commissioning, the Government will verify that the Offeror provided proof of such authorization. Lack of required authorization will result in an Unacceptable rating.

Technical Capability Rating:

Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.

Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.

Failure to provide the documentation or proof as listed above may result in the proposal being rated technically unacceptable.

ii. Factor II: Past Performance Quotations will be evaluated on the Offeror’s ability to provide all the contract requirements as requested within the above FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition – ADDENDUM.

The Government will then separately evaluate the Past Performance of each Offeror that meets technical acceptability. The Government’s evaluation will assess the Offeror’s ability to successfully accomplish the proposed effort based on the Offeror’s demonstrated performance record. In determining whether an Offeror’s Past Performance is Acceptable or Unacceptable, the Government will consider the recency and relevancy of the information, the source of the information, the context of the data, and the general trends in the Offeror’s performance. Pursuant to FAR 15.305(a)(2)(ii), the Government may also obtain and evaluate Past Performance information from any other sources, including but not limited to, the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS), and other databases, the Defense Contract Management Agency, and interviews with Program Managers, Contracting Officers, and Government customers.

2. Recency:

The Government will perform an independent determination of the recency of the data provided and/or obtained. Past Performance information will be determined “Recent” or “Not Recent.” In order for the Past Performance to be determined “Recent,” the subject performance should have occurred within the last five (5) years, as of the date of initial solicitation issuance. U.S. Government agency, NATO entity, or comparable public-sector customer.

4. Familiarity with EU/German Technical Standards:

The past project must demonstrate the Offeror’s experience performing work in accordance with EU/German technical requirements (e.g., DIN/EN, CE conformity, EU compliance practices).

5. Required Project Details:

Each past performance reference must include:

Failure to provide all required details will result in an Unacceptable rating. Past

The Government will evaluate the proposed price of each quote for reasonableness in accordance with FAR 13.106-3.

The Offeror’s total evaluated price will be the sum of all items listed within the solicitation. If necessary, the Government may request a price breakdown for any of the line items referenced within this solicitation. For any quoted price where the Offeror will require travel, lodging, and per diem, the Government will review the Offeror’s price breakdown of each in accordance with the policies in alignment with the Federal Acquisition Regulation, the Joint Travel Regulations (JTR), and the 2026 OCONUS Department of Defense (DoD) Maximum Per Diem Rates.
