About this file
This is a Combined Synopsis/Solicitation Amendment 0002 issued by the Department of the Air Force, 86th Airlift Wing (USAFE) on 23 January 2026. The solicitation number is FA561326Q0004, and the document type is a Request for Quotes (RFQ). The requirement is for a FY26 USSF SSC Cornbread Frequency Converter and Installation at Kapaun Delta Base, Germany, with a response deadline of 27 January 2026 by 5:00 PM Central European Time.
The amendment publicizes government responses to industry questions regarding the technical specifications of the frequency converter system. The input power supply is confirmed as 3-phase, 400V, 50Hz in Wye configuration (L1, L2, L3 + N, G). The output load consists of two sets of electronic equipment, each requiring 200Amp and 300Amp breakers, totaling approximately 360.266 kVA. To accommodate comfortable overhead and future expansion, the government specified a 600 kVA converter for the system. All other terms and conditions of the original solicitation remain unchanged.

DEPARTMENT OF THE AIR FORCE
86TH AIRLIFT WING (USAFE)
23 January 2026
DOCUMENT TYPE: Combined Synopsis/Solicitation Amendment 0002
SOLICITATION NUMBER: FA561326Q0004
SOLICITATION TYPE: Request for Quotes (RFQ)
SUBJECT: FY26 USSF SSC Cornbread Frequency Converter and Installation, Kapaun Delta
Base, Germany
RESPONSE DATE: 27 January 2026
DESCRIPTION:
1. The purpose of this Amendment 0002 is to publicize the Government’s answers in response to the Request for Information (RFI) questions submitted by industry in regards to this solicitation.
a. Question: Your 3-phase, 400V, 50Hz supply is Wye (L1,L2,L3 + N,G) or Delta (L1,L2,L3 +
G) Config?
Answer: Supply is 3-phase, 400V, 50Hz Wye (L1,L2,L3 + N,G),
b. Question: What is your 3-phase, 208V, 60Hz actual load (connected to converter output) rated current (Amps) or power capacity? What is its kind (motor, electronics, heater...etc.)?
If it’s a motor, do you have any estimation about motor inrush current at starting period? Or does the motor
Answer: We received limited information from the future user of the frequency converter.
They informed us that they have two sets of equipment and each requires a 200Amp and a
300Amp breaker. So due to lack of further information, for dimensioning we went with the full load based on this information.
So for one set:
√3 * 208V * (200A+300A)=180.133kVA
And two sets:
2* 180.133kVA =360.266kVA
To accommodate for a comfortable overhead or future expansion we went with a 600kVA converter.
From my limited understanding it will be some kind of electronic equipment.
2. The response deadline remains unchanged 27 January 2026 by 5:00 PM Central European
Time (CET).
3. All other terms and conditions remain unchanged.
