About this file

This is a Technical Requirement document for a federal training procurement by the Joint Warfare Analysis Center (JWAC).

JWAC requires two tailored AFSIM (Aerospace Simulation Environment) training courses to be conducted at the University of Mary Washington/Dahlgren Campus. The primary four-day course will accommodate up to 24 JWAC Government employees and provide comprehensive foundational training in AFSIM modeling techniques with emphasis on practical application. Course topics include modeling of radar sensors, guided mover weapons, and space assets; optimization and simulation; creating advanced task processors for collection and targeting; detailed coding methodologies; coordinated flight formation implementation; and data fusion methods. A secondary three-day developers' course for up to 4 JWAC Government employees will provide hands-on experience with AFSIM development methodologies, advanced modeling techniques, and scripting support. The contractor must procure training facilities at the specified campus location and provide all necessary computer systems and software licensing required for course delivery. The requirement includes a base year with two option years to accommodate potential multi-year training needs to develop a larger pool of modeling-proficient analysts within JWAC to better support mission customer tasking.

FY26 AFSIM Training Course

Technical Requirement

1. Scope.

Scope. The Joint Warfare Analysis Center (JWAC) has a requirement for a tailored, private four-day

AFSIM course for up to 24 JWAC Government employees, followed by a tailored, private three-day

AFSIM developers’ course for up to 4 JWAC Government employees.

AFSIM is a complex, simulation environment used for modeling and simulating aerospace systems.

It is a tool primarily used for operational analysis, wargaming, and training. To provide a strong response to mission customer tasking, JWAC must increase the number of capable modeling-proficient analysts through tailored hands-on AFSIM training, to include tailored training in system integration, customization, and advanced scripting.

This training will address unique mission needs of analyst engineers and modelers, enabling them to better respond to customer tasking. This training course will take place off-site at the University of

Mary Washington/Dahlgren Campus, across the street from the JWAC facility.

(U) There is the potential that multiple years of this training will be needed to meet long term

Government needs related to AFSIM, thus this includes a base year and two options.

2. Requirement.

The four-day course will provide a comprehensive foundation for analytic professionals, to baseline a new team within JWAC and allow for hands-on experience with AFSIM modeling techniques.

Themes of data analysis, visualization, modeling, and programming will be explored throughout the course, with an emphasis on practical application. Topics will include:

➢ Facilitating modeling of radar sensors

➢ Facilitating modeling of guided mover weapons

➢ Facilitating modeling of space assets

➢ Optimization and simulation

➢ Creating advanced task processors for collection and targeting

➢ Detailed coding methodologies

➢ Implementation of coordinated flight formations/tactics

➢ Data fusion methods

A second three-day course will provide hands-on experience with AFSIM development methodologies, modeling techniques, and advanced scripting support.

Each course will require contractor to procure the room at the University of Mary Washington

Dahlgren Campus and provide any computer systems/licensing needed to complete the course.
