Sole Source Justification Summary

This is a Sole Source Justification (SSJ) document for a GSA Delivery Order issued by the Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement on behalf of the National Computer Forensics Institute (NCFI). The USSS intends to award a sole source contract to Business Interiors, Inc., located in Birmingham, Alabama (SAM UEI: KQPUND15FU26, CAGE: 0B903), for a planned award amount of $1,377,925.36. The contract is issued under GSA Contract #GS-27F-015CA, utilizing the Multiple-Award Schedule Program authority per FAR 8.4 and GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20).

The requirement encompasses procurement, delivery, design, and installation of furniture to outfit NCFI's facility expansion in Hoover, Alabama, including twenty administrative offices, a food court, three 35-person classrooms, a 250-person auditorium, front lobby, and conference room. The justification for sole source selection centers on the contractor's existing integration into the concurrent City of Hoover facility expansion project and its possession of project-specific space utilization blueprints, building information modeling data, and approved product configurations. The SSJ emphasizes that introducing a separate vendor would create duplicative costs, schedule delays, and integration risks due to required coordination with existing infrastructure, electrical pathways, floor trenches, power/data connections, and the prime construction contractor's timeline. The document identifies specific project constraints including integrated power raceways in workstations, exact alignment requirements for food galley booths into structural electrical chases, and the need for interchangeable furniture replacements to support NCFI's operational continuity. The contracting officer certification and Head of Contracting Activity approval are dated September 17, 2026.

Sole Source Justification (SSJ) For orders or BPAs exceeding the Simplified Acquisition Threshold

SSJ No: FY26-91 Page 1 of 4

11.7.2025 v.2.0

SSJ Number: FY26-91 PR Number: PR-26-USSS-1876

Sole Source Justification

1. Agency and Contracting Activity.

The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement (PRO), proposes to award a GSA Delivery Order on behalf of National Computer Forensics Institute (NCFI), pursuant to FAR 8.4, GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20) and HSAM 3008.401-71.

2. Nature and/or description of the action being approved.

USSS intends to procure on a sole source basis the furniture necessary to outfit its National Computer Forensics Institutes facility expansion of twenty new administrative offices, a food court, three 35-person classrooms, a 250-person auditorium, front lobby, and conference room.

The USSS intends to issue a GSA Delivery Order to:

Business Interiors, Inc.

2309 5th Ave S.

Birmingham, AL 35233-3203 205-939-1008

SAM UEI: KQPUND15FU26

CAGE: 0B903

NAICS: 337211

GSA Contract # GS-27F-015CA Socio-Economic: Small Business

Planned award amount: $1,377,925.36

3. Description of Supplies/Services.

The requirement is to provide furniture, freight, design, and installation of furniture for NCFIs facility expansion. The vendor is the only one that provides the consistency and continuity required to support a smooth transition to the newly expanded space.

4. Statutory Exception/Authority and Supporting Rationale.

This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

Pursuant to FAR 8.4, GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20), the circumstance that justifies limiting sources to fewer than those required by FAR 8.4, GSAM/R 538.7103 (FAR Class Deviation 25-20) is:

SSJ No: FY26-91 Page 2 of 4

11.7.2025 v.2.0

FAR 8.4, GSAM/R 538.7104-3(b)(i) (FAR Class Deviation 25-20) The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need.

FAR 8.4, GSAM/R 538.7104-3(b)(ii) (FAR Class Deviation 25-20) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

FAR 8.4, GSAM/R 538.7104-3(b)(iii) (FAR Class Deviation 25-20) The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.

FAR 8.4, GSAM/R 538.7104-3(b)(iv) (FAR Class Deviation 25-20) It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS

BPA.

FAR 8.4, GSAM/R 538.7104-3(b)(v) (FAR Class Deviation 25-20) A law expressly authorizes or requires that the purchase be made from a specified source.

Rationale (see GSAM/R 538.7104-3(b)(1)):

This acquisition is for the procurement, delivery, and installation of office desks, chairs, collaborative couches, food galley booths, classroom electrostatic dissipating desks, and conference room furniture for the NCFIs newly expanded wing of its facility in Hoover, Alabama. This project is directly intertwined with a concurrent facility expansion managed and executed by the City of Hoover, who was awarded the National Computer Forensics Institute Facility Expansion Grant. The City of Hoover is utilizing federal grant funds to execute its portion of the interior build-out and has contracted with the vendor Business Interiors for furniture design, provision, and installation services of fixed infrastructure items that include the auditoriums seating.

Because NCFI has been gifted the use of a portion of the municipal building, the nature of this acquisition requires total architectural, logistical, and structural synchronization with the ongoing City of Hoovers project. Sourcing NCFIs portion of the furniture from any vendor other than the proposed contractor is restricted by severe physical, technical, and operational constraints inherent to the co-located nature of the facility.

The proposed contractor is not the only vendor capable of providing furniture generally.

However, Business Interiors is already integrated into the City of Hoovers concurrent NCFI facility expansion project and has developed the project-specific furniture layouts, product configurations, site coordination information, and installation sequencing needed to align the USSS-funded furniture with the ongoing build-out. The City of Hoovers project includes fixed furniture and infrastructure elements that must be coordinated with the same architectural plans, SSJ No: FY26-91 Page 3 of 4

11.7.2025 v.2.0 electrical pathways, floor trenches, power/data connections, delivery schedule, and installation sequence for the expanded NCFI space. Introducing a separate furniture vendor at this stage would require duplicative site surveys, design/layout work, engineering coordination, product matching, delivery coordination, and installation planning, resulting in additional cost and unacceptable schedule and integration risk to the Government.

The DHS Strategic Sourcing Vehicle, SSV, for furniture was considered. Although the DHS SSV is normally used for furniture requirements, it is not practicable for this acquisition because using an SSV contractor would introduce a separate vendor into an active, City-managed construction and furniture installation effort. That separate vendor would need to independently verify site conditions, recreate or validate layouts, coordinate with the Citys architect and construction contractor, align products with existing infrastructure and approved configurations, and coordinate separate delivery and installation schedules. This would create duplicative costs, increase the risk of incompatibility with the approved facility design, and delay activation of the expanded NCFI space. Therefore, use of Business Interiors is required to maintain continuity, compatibility, schedule alignment, and economy and efficiency for this specific acquisition.

Specifically, use of Business Interiors is necessary for the following project-specific reasons:

1) The Proposed Contractor holds the master space-utilization blueprints, building information modeling data, and specific product-line configurations approved by the City of Hoover's architectural team, . An open-market vendor would have to independently reverse-engineer these space layouts, leading to architectural friction, mismatched structural sightlines, and dimension deviations across the expansions classroom and office zones.

2) The requested office desks and workstations feature integrated, modular internal power raceways and communication channels. These components must physically couple with the base-power feeds and floor trenches currently being installed by the City of Hoovers general contractor under the expansion grant. Mixing manufacturers risks non-compliance of technical blueprint layouts that could prevent function or even prevent the facility from receiving a final Certificate of Occupancy.

3) The nature of the NCFIs mission and operations requires that classroom spaces be internally consistent with existing furniture to support interchangeable replacements of damaged or defective furniture without interruption or disruption to the education and training. Utilizing a different manufacturer would result in disparate furniture and destroy the operational contingencies of a single interchangeable asset pool of furniture.

4) The food galley booths and heavy public couches require exact alignment and anchoring into structural electrical chases managed by the prime construction crew. The proposed contractor has already identified the furniture and designs necessary to incorporate and utilize those electrical connections. Utilizing a separate contractor to fabricate and install the booths and couches introduces severe alignment risks and potential failure of utilizing planned electrical access for students.
