About this file
This specification sheet outlines requirements for the Illinois Commerce Commission's Collateral Recovery Tickets with tamper-evident security decals. The contract calls for the production of 100,000 tickets per year over three years, with tickets to be ordered annually between June 1 and July 30. Each ticket consists of an 8.5" x 11" carrier sheet with two microperforation cuts that separate into 8.5" x 3.667" torn sizes. The finished decal must measure 3" x 3" and feature a tamper-evident VOID pattern equivalent to SafTSeal EX or EXM void technology, with a durable vinyl or polyester film base capable of functioning in temperatures ranging from -40°F to 200°F while resisting UV exposure, moisture, and abrasion. Tickets must be consecutively numbered starting with 1154001 for year one, continuing through 1254000, with no skipped or duplicated numbers. The vendor must submit a digital proof within ten business days of contract execution to three specified Illinois Commerce Commission contacts, followed by a hard copy proof within five business days of digital approval. Delivery is required within 30 working days of hard copy approval to the Illinois Commerce Commission in Springfield at 527 East Capitol Avenue.
The vendor must perform all printing and production services in-house using its own employees and equipment, with subcontracting, outsourcing, or use of third parties strictly prohibited due to security-sensitive production requirements. Prior to award, vendors must disclose all physical production facility locations with documentation confirming ownership or control, identify the responsible production contact, and certify that no work will be performed at unlisted locations. Packaging requirements specify that each box contain exactly 1,000 sequentially numbered tickets arranged into 20 shrink-wrapped bundles of 50 tickets, with boxes labeled by ticket range. All pricing must include inside delivery, freight, and handling. The agency reserves the right to reject any portion of the order within seven days of delivery for printing defects, incorrect numbering, skipped or duplicated numbers, or damaged packaging, with the vendor responsible for replacement at no additional cost to the state. Invoices should be sent to ICC.AccountsPayable@Illinois.gov and Lance.Bruere@illinois.gov.
