The decals must function across temperatures ranging from -40°F to 200°F and maintain adhesion, readability, and tamper-evident performance in outdoor environments. The vendor must submit a digital proof within ten business days of contract execution, followed by a hard copy proof within five business days for agency approval. Inside delivery is required within 30 working days after hard copy approval. The agency anticipates placing orders annually between June and July, with tickets consecutively numbered beginning at 1154001 with no skipped numbers.

Tickets must be packaged in boxes containing 1,000 tickets each, sequentially arranged into 20 shrink-wrapped bundles of 50 tickets per bundle, with each box labeled to indicate its ticket number range. The vendor bears full responsibility for correcting any numbering, printing errors, or overruns at no cost to the state. The agency reserves the right to reject any portion of the order within seven days of delivery for printing defects, incorrect or skipped numbering, duplicated numbers, or damaged packaging, with replacements provided by the vendor at no additional cost. All material substitutions for the decal, adhesive system, release liner, or carrier sheet require written agency approval prior to production. Delivery must be directed to Lance Bruere, Transportation Processing Manager, at the Illinois Commerce Commission, 527 East Capitol Avenue, Springfield, Illinois 62701.
