About this file
Justification and Approval for Sole Source Contract Extension
This is a Justification and Approval (J&A) document for a sole source contract modification under Federal Acquisition Regulation (FAR) Part 6. The Defense Health Agency (DHA), Defense Healthcare Management Systems Contracting Division (DHMS-CD), seeks to extend the incumbent contract HT003824C0004 with Accenture Federal Services, LLC (AFS, CAGE Code 1ZD18) for an additional nine months. The extension covers Training & Exercise, User Adoption, and Deployment support services for Joint Operational Medicine Information Systems (JOMIS) modern IT products, including Health Care Delivery (HCD), MHS GENESIS-Theater (MHSG-T), Theater Blood–Mobile (TBLD-M), Medical Common Operating Picture (MedCOP), and Operational Medicine Data Service (OMDS). The current contract performance period ends January 7, 2026, and the proposed extension includes one six-month option period and one optional three-month transition period, available concurrently or consecutively. The extension will be funded through Operations & Maintenance (O&M) and Procurement (PROC) funds, with Option Period 3 covering January 8–July 8, 2026, and Option Period 4 covering September 9–October 8, 2026.
The acquisition is justified under 10 U.S.C. 3204(b)(B) and FAR 6.302-1 based on AFS being the only responsible source capable of providing uninterrupted, highly specialized services during the critical testing, fielding, and deployment phases of JOMIS modern products. The original contract was competitively awarded in April 2024 through a three-phase Commercial Solutions Opening (CSO HT003823SC001) publicized on www.sam.gov, involving vendor pool establishment, oral presentations, and negotiated procurement arrangement development. AFS has consistently met contractual requirements despite government-initiated schedule changes. The J&A emphasizes that transitioning to an alternative vendor would require extensive onboarding and knowledge transfer time, creating unacceptable delays and risks to operational readiness, particularly given delays in awarding a competitive follow-on contract compounded by federal government shutdown impacts. A fair and reasonable cost determination will be made by the Contracting Officer prior to modification execution, supported by substantial historical pricing information and other than certified cost and pricing data.

1 NOV 2025
Justification and Approval (J&A) for Other Than Full and Open Competition Federal Acquisition Regulation (FAR) Part 6
1. Identification of the Agency and Contracting Activity:
The Defense Health Agency, Defense Healthcare Management Systems Contracting Division (DHMS-CD), plans to award a contract modification to extend the current CustomerX Pod 2 contract, HT003824C0004.
2. Nature and/or Description of Action being Approved:
The DHMS-CD plans to award a contract modification to extend the current CustomerX Pod 2 contract, HT003824C0004. The contract is primarily Firm Fixed Price (FFP) but includes Cost Reimbursable Contract Line Item Numbers (CLINs) for Travel and Other Direct Costs (ODCs).
This is an individual J&A for Other Than Full and Open Competition under FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements.
This action is necessary to ensure continued Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO) timely fulfillment of ongoing requirements for Training & Exercise, User Adoption, and Deployment support services for all JOMIS modern Information Technology (IT) products. These products include the following: Health Care Delivery (HCD), MHS GENESIS- Theater (MHSG-T), Theater Blood – Mobile (TBLD-M), Medical Common Operating Picture (MedCOP), and Operational Medicine Data Service
(OMDS)
3. Description of Supplies/Services:
Accenture Federal Services, LLC (AFS) (CAGE Code 1ZD18), is the incumbent contractor for CustomerX Pod 2, contract # HT003824C0004, for Training & Exercise, User Adoption, and Deployment support services for all JOMIS modern Information Technology (IT) products. The current contract has a total period of performance of 21 months, which includes a 6-month base period, 6-month option period, and a 9-month option period.
Many of the JOMIS modern products are entering testing, fielding, and deployment periods in their software development lifecycle. This contract extension will allow AFS to continue developing and providing Training & Exercise, User Adoption, and Deployment support services during this critical period in the lifecycles of JOMIS modern products. As a result of delays beyond the control of the contractor, the projected completion and fielding dates of the JOMIS products must occur after the current contract performance period ends on January 7, 2026.
3 NOV 2025
5. Rationale Justifying Use of Authority Cited:
AFS is currently delivering highly specialized Training & Exercise, User Adoption, and Deployment support services critical to the operational success of JOMIS modern products for operational medicine. The current contract performance period ends on January 7, 2026. Despite numerous schedule changes initiated by the Government, AFS has consistently met all contractual requirements, demonstrating reliability and adaptability under challenging circumstances.
AFS possesses unparalleled expertise in the JOMIS platform, including its products, data architecture, security protocols, cyber requirements, and alignment with national security objectives. This deep institutional knowledge uniquely positions AFS to support the operational testing (OT) and fielding of modern JOMIS products. No other contractor has the requisite experience, technical proficiency, and immediate readiness to address mission-critical support requirements with the same level of efficiency and effectiveness.
Extending AFS’s support is essential to mitigate deployment and operational risks during this critical phase of the JOMIS modern product lifecycle. Leveraging AFS’s expertise ensures seamless training, user adoption, and deployment support during the initial deployment and operational phase of JOMIS modern products. This continuity reduces risk, expedites issue resolution, and enhances user adoption success rates. Furthermore, the extension is necessitated by delays in awarding a competitive follow-on contract, compounded by the recent federal government shutdown, which significantly impacted manpower availability for critical program functions.
Transitioning to a new vendor will require adequate time for onboarding, knowledge transfer, and technical architecture familiarization, in order to effectively support the modern products as they are deployed. In the interim, a gap in service must be avoided to allow the products to be fielded in support of the warfighter. Additionally, delays in fielding would necessitate continued reliance on the TMDS legacy system, incurring further expenses and negatively impacting operational readiness for the warfighter in critical environments.
AFS is the only contractor capable of providing uninterrupted Training & Exercise, User Adoption, and Deployment support services without compromising the JOMIS program’s timelines, operational goals, or stakeholder expectations.
In summary, the current state of JOMIS modern product delivery, coupled with the testing and fielding schedules, unequivocally establishes AFS as the sole source capable of delivering the required support services on time and at a reasonable cost. Selecting an alternate vendor without adequate knowledge transition time would introduce significant risks, delays, and inefficiencies, undermining the Government’s ability to fulfill its requirements effectively. AFS’s continued support ensures timely fulfillment of mission-critical needs, rapid response to issues, and avoidance of service gaps, making them the only viable option for this requirement.

6. Efforts to Obtain Competition:
In accordance with FAR 5.202(a)(11), the proposed contract action will be made under the terms of an existing contract that was previously synopsized in sufficient detail. The proposed contract action is based upon proposals received in response to the CSO. Furthermore, the original CSO was publicized through the Governmentwide point of entry (www.sam.gov), and this initial notice fulfilled the requirement for a synopsis. A competitive strategy is in process for subsequent Training & Exercise, User Adoption, and Deployment support services and other operational support services, with an anticipated award date sometime in Fiscal Year 2026 (FY26). The full scope of this PEO DHMS strategic effort is still being defined.
7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:
The program office will engage industry further to address future contracting needs for JOMIS product Training & Exercise, User Adoption, and Deployment support services on a competitive basis going forward. JOMIS understands the benefits of competitive contracting strategies and intends to leverage competitive approaches, when determining the best way to address gaps in the operational medicine community. The Defense Health Management Services (DHMS) Procurement Executive Office (PEO) is currently working on an enterprise-level competitive acquisition strategy and Commercial Solutions Opening to provide operational support services, including Training & Exercise, User Adoption, and Deployment services. The scope of this enterprise-level requirement is still being defined. Anticipated award date of this enterprise-level effort is sometime in FY26.
8. Market Research:
Additional market research was not conducted or necessary for this proposed contract extension, as the market research conducted prior to contract award is still current, accurate, and relevant in accordance with FAR 10.002(b)(1). The current contract was awarded through a three-phase CSO process, which was publicized via the Governmentwide point of entry, www.sam.gov. A total of vendors submitted abstracts in Phase I, and the Government narrowed this vendor pool down to vendors who were allowed to move on to the next phase. Out of the remaining vendors, vendors submitted proposed solutions in Phase II, which were technically evaluated by the Government on innovativeness, viability, and financial to determine the best solution and vendor to move to Phase III of the process. Phase III involved interactive and iterative negotiations with AFS to develop a procurement arrangement to deliver the best possible Training & Exercise, User Adoption, and Deployment support solution to meet the Government’s requirements.
Services are not available through the Committee for Purchase from People Who Are Blind or Severely Disabled, nor are services available through Federal Prison Industry. Additionally, strategic market research is conducted continuously and is ongoing. JOMIS anticipates that a follow-on enterprise-level contract will be competitively awarded sometimes in FY26 for future operational needs, including Training & Exercise, User Adoption, and Deployment support service requirements.

9. Other Facts:
a. Procurement History:
(1) Is this a new requirement?
No, this J&A is for an extension to the current CustomerX Pod 2 contract #
HT003824C0004.
(2) If 9.a.(1) is No, was the action just prior to this one competed? Yes, HT003824C0004 was competed under Commercial Solutions Opening (CSO)
HT003823SC001.
During the Phase One (“Establish Vendor Pool”), potential applicants/vendors were asked to submit a six-slide PowerPoint abstract indicating interest in broad solicitation, basic demonstration of merit, and ability to support JOMIS capability requirements. The slides were instructed to cover the applicant’s high-level ability to meet JOMIS areas of interest. The Government then narrowed the applicant pool based on evaluation of the abstract submissions to select the group of applicants who could best address JOMIS needs through potential future partnerships. This applicant pool became known as the “Vendor Pool” and would be used for all future pods. Out of the vendors who submitted abstracts in response to the Phase One solicitation, vendors were selected for the Vendor Pool.
During the Phase Two (“RFP”), the Government released the Pod #2 Phase Two solicitation (#24-002) on 18 January 2024 to the vendor pool via the DOD SAFE website. There was a “Bidder Day” held on 23 January 2024 with the vendor pool to provide a deep dive on JOMIS needs and specific requirements while also allowing a robust question and answer session to allow for the applicants to better understand the scope of the Pod 2 effort. Applicants had until 25 January 2024 to submit their expression of interest in presenting their proposed solution for Pod 2, and a total of expressions of interest were received from the vendor pool. These applicants then submitted proposed solutions via oral presentation based on Bidder Day conversations to support the Pod 2 scope of work they intended to provide. Oral presentations were held between 31 January 2024 and 2 February 2024. The Government reserved the right to conduct one-on-ones or other communications with some or all the applicants to address questions or concerns following the review the proposed solutions. If the Government found partial merit in multiple solutions, it reserved the right, at its sole discretion, to introduce these applicants so they might form a more meritorious team to execute the requirements of Pod 2.
During the Phase Three (“Negotiation and Award”), one or more applicants within the established vendor pool were selected to further negotiate a potential award from the Pod 2 solicitation. The fundamental outcome of the Negotiation Phase was to develop a procurement arrangement that defines the relationship to deliver the best
6 NOV 2025
possible solution to the Government’s capable requirement by product while aligning the applicant’s success with that of the Government. Negotiations were an iterative, interactive process using mixed modes, including live virtual and/or teleconference discussions. The results of negotiations were presented to an internal decision authority who assessed the outcomes before deciding to finalize the solution for award. Through each phase of the process, consistent with the terms established in the CSO, the Government team evaluated each applicant’s solution based on merit against the following evaluation criteria: Innovativeness, Viability of Solution, and Financial.
AFS was ultimately awarded the CustomerX Pod 2 contract (HT003824C0004) in April 2024, and AFS continues to provide Training & Exercise, User Adoption, and Deployment support services and support under this contract.
