About this file
The file is a Questions and Answers (Q&A) document dated 7/25/25 related to a federal contract opportunity for Falcon Penstock #4 Closure. The Q&A addresses technical details about stop log lifting and installation, including queries about equipment requirements, slot dimensions, water pressure, and leakage considerations. Key questions cover whether a new lifting apparatus is needed, confirmation of existing slot conditions, stop log dimensions, and water pressure variations. The IBWC personnel have previously inspected the site via submarine camera and noted the current conditions are good.
The associated federal contract opportunity (Solicitation Number FY255201020) is a 100% small business set-aside for the Falcon Power Plant in Falcon Heights, Texas. The project requires a price quote for penstock closure with a 180-calendar day performance period. Offerors must submit a technical approach narrative, provide three references for similar projects, and have an active SAM.gov registration. The quote is due by 3:00 PM MST on August 29, 2025, with submission via email to angelica.baca@ibwc.gov. The government will award to the lowest price, technically acceptable, responsible small business offeror.

Q&As 7/25/25
| Intent for stoplog lifting device: |
| Do we need to design a lifting apparatus? Existing Lifting apparatus or Tool can be used not required new equipment |
Or do we assume standard lanyard and/or simple spreader beam and install them with divers? IBWC personnel normally install current stop logs without assistance of divers, but that is an option to confirm proper installation
Confirm slot dimensions and provide drawings of the penstock and surrounding structure and stop log slots. Please see attachment with all drawings available for this project (Falcon Stop Logs 125_130.pdf).
Are the new stoplogs reducing by ½ in length or height of the original (note 6.A.6)? Is there an existing center support or is a new one required? On this question would be hearing your options and expertise designing stoop logs
What is the head on the stoplogs? How much does it vary? Water pressure on the Stop Logs, basically this information depends on the Dam Water Elevation
Confirm condition of slots and rails and how if they are damaged. Should we assume design work on this part of the work? IBWC Personnel performed an inspection via submarine camera and apparently still in good conditions.
Is there any leakage requirement that needs to be met with the new stop logs? The goal for this project installing new stop logs is to minimize the most possible leakage between stop logs and penstock gate. There is not leakage percentage or requirement
