About this file
This document is an Amendment 1 Questions and Answers for a federal solicitation to upgrade sewer line piping and a lift station at the Falcon Power Plant in Starr County, Texas. The amendment clarifies key details about the project scope, specifically confirming that the work involves: (1) removing and replacing one sewer line leading to the first lift station, (2) replacing the existing metal piping with Schedule 40 conduit, (3) replacing the sewage pump, and (4) installing new #10 gauge electrical wiring. The government confirmed that all work will be completed outside of buildings, no concrete cutting is required, and existing electrical conduits do not need replacement. The responses to three contractor questions provide precise technical specifications and boundaries of the project, helping to eliminate potential ambiguity in the original solicitation language.

AMENDMENT 1 – QUESTIONS AND ANSWERS
Solicitation No.: FY2525570122
Project Title: Upgrading Sewer Line Piping System & Lift Station
Date Posted: 7/1/2025
Question 1:
The RFP states:
“The Contractor shall remove, provide, install, and upgrade sanitary underground sewer piping lines located outside the Power Plant Building and Remove/Upgrade/Install current Lift Station Control Service located inside the Power Plant Control Room in accordance with the United States Plumbing Codes. The objective for this project is to replace current Sewer Piping Lines System and Replace Control Panel with Electrical Feeder and current Sump Pump.”
We are under the impression that we are to remove and replace one sewer pipeline that goes to the sump pump. However, the RFP mentions “lines” in plural and does not specify that the work is limited to the sump pump line.
Can you confirm whether the scope includes only one sewer line (the one going to the sump pump), that all work is outside the building(s), and that no interior concrete cutting is required?
Government Response:
Yes, that is correct. The project involves only one sewer line to the first lift station, including the removal of existing metal piping and replacement with Schedule 40 conduit, along with replacement of the sewage pump and electrical wiring with #10 gauge wire. The existing electrical conduit does not need to be replaced. All work is to be completed outside of the buildings, and no concrete cutting or interior work is required.
Question 2:
The RFP mentions both a “lift station” and a “sump pump.” During the site visit, we observed what appears to be a sewage pump that needs to be replaced. Could you please confirm whether the scope involves replacing a sewage pump, and not a separate lift station or sump pump?
Government Response:
Yes, the term “sump pump” in the RFP refers to the existing sewage pump located at the lift station. The scope includes replacing this sewage pump and the electrical feeder wire with
#10 gauge. Again, the electrical conduits do not need to be replaced. There is no separate sump pump or additional lift station work outside of this component.
Question 3:
Please confirm that there is only one sewer line to be removed and replaced as part of this project, and that it leads to the first lift station. We would also like confirmation that the scope includes replacing the pump and electrical wiring to #10 gauge, and that the electrical conduits remain as-is.
Government Response:
Yes, that is correct. There is only one sewer line to the first lift station. The scope includes removing the old metal piping, replacing it with Schedule 40 conduit, replacing the pump, and installing #10 gauge electrical wire. The electrical conduits do not require replacement.
