About this file
This is a Justification and Approval (J&A) document for other than full and open competition to extend an existing contract with KR Contracting, Inc. for armed Protective Security Officer (PSO) services at various locations in Washington DC. The Department of Homeland Security (DHS) Federal Protective Service (FPS) proposes to extend contract 70RFP219DEC000012 for one year from February 1, 2025 through January 31, 2026, with an estimated value of $8,899,420.18.
The extension is needed to allow time for the competitive follow-on contract award and transition period. FPS anticipates awarding the follow-on contract by September 30, 2025, with a 120-day minimum transition period required for the new contractor. The extension was necessitated by unexpected delays including new Statement of Work requirements for 100% post relief coverage, FPS HQ facility relocation, and consideration of using this requirement to pilot a new National Statement of Work. The incumbent contractor, KR Contracting Inc., based in McLean, VA, will continue providing armed PSO services under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract funded through Operations and Support Funds for FY2025. The contracting officer determined the proposed rates are fair and reasonable based on comparison to similar contracts in the National Capital Region.
