About this file
This Statement of Objectives (SOO) details a multi-zone audio/video media solution for the Washington CDP WRCTC Building 104 at Camp Murray, Washington. The project requires designing and installing a comprehensive A/V system with high-resolution video (4K capable), high-fidelity surround sound, and advanced functionality across two independent zones. Key system requirements include displays on all four classroom walls, microphones at each student desk, input switching capabilities, wireless control, and the ability to broadcast or record presentations.
The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) under NAICS code 334310, with a single Firm Fixed Price (FFP) contract anticipated. A site visit is scheduled for 14 July 2025 at 9:00 AM, and quote submissions are due by 14 August 2025 at 2:00 PM Pacific time. The government will evaluate offers using a Best Value (Trade-off) process, considering factors such as warranty, equipment functionality, technology compatibility, quality, and delivery time. Minor construction work (not exceeding $2,000) is included in the scope, and all responses must include the vendor's Unique Entity Identification (UEI) number and small business size status.

STATEMENT OF OBJECTIVES
11 JUNE 2025
CLASSROOM AUDIO/VISUAL SOLUTION
WASHINGTON CDP WRCTC BUILDING 104
CAMP MURRAY, WASHINGTON
1. DESCRIPTION OF SERVICES
1.1. Requirements of A/V System Design: Provision for a multi-zone audio/video media solution/system to replace the existing system. The updated system must have the capability to display HDMI, VGA, and DVI media in the WRCTC classroom across two zones simultaneously, as well as independently (different media). The system must include high-resolution video (capable of at least 4K) and high-fidelity surround sound system. Equipment must be capable of receiving input from two PC-related systems (one in the front of the room, one in the back) with a minimum of two HDMI and two USB inputs. The end state is to optimize the space using large-format displays. Equipment should include microphone capabilities for each student desk or table as well as the podiums in the front and back of the classroom. Equipment should be rack-mounted in a secure cabinet located at the back of the classroom.
1.2. System Functionality:
a. Ability to select either computer input as a source to provide audio and video output through the displays/sound system.
b. Must be able to select audio in either zone (independently or both simultaneously) to match video displays
c. The media system should include a wireless microphone system, adequate switching capability, and the largest practicable visual displays on all four walls of the classroom.
d. Sound distribution should be appropriate for the room size/shape – to include power requirements, number and size of speakers, etc. (include basis for equipment selection in design/offer)
e. Ability to manage volume control, input selection, and power on/off from the control unit (preferably wireless)
f. Microphone input for student desks should enable each desk to receive student input, enabling virtual learning and student feedback
g. Quality and grade of electronics must be commensurate with a commercial conference center/theater environment, technologically current, and meet the intent of the system
2. EVALUATION OF OFFERS
2.1. Essential Characteristics: The following are the minimum essential characteristics that must be incorporated into the design or requirement specifics:
a. One-time, on-site training and access to ongoing Technical Support as needed
b. Must provide switching capabilities for audio and visual displays in both zones simultaneously or individually (the same or different material).
c. The system must provide high-resolution video and high-quality, optimized surround sound suitable for the intended purpose of the space.
d. Must have a control unit for all equipment (preferably via wireless device)
e. Equipment must interface with two computer units, one each at the front and back of the classroom space
f. Minimum of 1 display per wall of the classroom
g. Minimum of 1 microphone per student desk (each desk seats four students)
h. All required components and accessories to include necessary connectors and wiring/cables, and switches
i. The system must be fully operational as designed, with a functional check demonstrated by the installer before Government acceptance.
j. Design and installation plans must be included to ensure project coordination and design reviews are accomplished. The design and installation plan must be approved by the facility management office for compatibility with existing facility, as well as future support/maintenance.
k. The system must include the ability to broadcast video and/or record the instruction/presentation, so a camera must be incorporated for each zone.
2.2. Existing Equipment that may be incorporated into design:
a. 1x Christie LWU530-APS
b. 2x Christie DWU850-GS
c. Three (3) Existing power drop-down projector screens
d. Equipment Rack – Model UNK, see photos
2.3. Best Value Determination/Evaluation of Offers
a. The basis for evaluation will be a Best Value (Trade-off) process where price and other factors will be considered. Other factors include (but are not limited to): Included warranty (manufacturer and/or installer), ease of use/functionality of equipment, compatibility with future products/technology, quality of products as related to industry standards, currency of technology, scheduled delivery/installation time. The Contracting Officer will have broad discretion to make an award in the best interest of the government based on these evaluation criteria and IAW FAR 13.106-2(b).
b. Furniture design, layout, and specifications will be discussed in detail during the site visit for this project, for reference in A/V solution design compatibility.
c. The Government encourages design solutions that will maximize efficiency and cost savings while providing a high quality, dynamic, and technologically current system.
d. All proposed product brand/model information must be provided as part of the offer.
e. Any perceived restrictive language (including listed specifications) in this Statement of Objectives is open to discussion and clarification. It is not the intention of the government to restrict innovation or technologically advanced solutions. All changes must comply with the intended purpose of this facility.
