About this file
This is a GSA Limited Source Justification (LSJ) for a Federal Supply Schedule (FSS) order above the Simplified Acquisition Threshold for the Naval Facilities Engineering Systems Command (NAVFAC) Information Technology Center (NITC). The procurement is for Sonatype software licenses and support, including Nexus Repository, Nexus lifecycle, Next-Gen Firewall, and Nexus IQ, with a total quantity of 265 licenses across four product lines. The anticipated period of performance is one base year with two 12-month option periods.
The justification emphasizes the unique requirements for Sonatype software, noting that alternative manufacturers cannot access Sonatype's source code or monitor software defects. Changing software would cause significant infrastructure reconfiguration, potential work stoppages, and risks to NAVFAC mission operations. The procurement will be solicited through a GSA Schedule, with Carahsoft Technology Corp. identified as the existing BPA holder for Sonatype Software. The Contracting Officer will conduct a price analysis to ensure reasonable pricing, and future requirements will be handled on a case-by-case basis.

GSA - LIMITED SOURCE JUSTIFICATION FOR FSS ORDER ABOVE SAT
Rev October 2024
LSJ#F25-006
1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY: This is a Limited Source Justification. The requiring activity is Naval Facilities Engineering Systems Command (NAVFAC) Information Technology Center (NITC). The contracting activity is NAVFAC Engineering and Expeditionary Warfare Center (EXWC) CON731, 1000 23rd Ave.
Port Hueneme, CA 93043-4301.
2. NATURE/DESCRIPTION OF CONTRACT ACTION: his acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a new Federal Supply Schedule (FSS) order for services identified in paragraph 3 below. The placement of a firm fixed price order is anticipated.
3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: The proposed acquisition is to purchase software licenses and support for Sonatype. The anticipated period of performance is one (1) base year from the date of award plus two (2) 12-month option periods. The total estimated dollar value is . The below table further details the requirement.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR
DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 or 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405-6.
The proposed requirement is to acquire Sonatype Nexus Repository software licenses. Nexus Repository enables NITC to share internally developed libraries between applications and provides a secure location to store traditional and containerized applications from build time to deployment. It also allows NITC to proxy, cache, and analyze external dependencies. The technical team has confirmed that other manufacturers are unable to access Sonatype source code and monitor for software defects. Changing the product will cause delays to reconfigure the new software appropriately resulting in delays in performance of functions that are required of mission owners to be online and operational. Changing the software to another brand name other than Sonatype will cause work stoppages due to reconfiguring the infrastructure. NAVFAC as well as other Navy commands currently rely on NITC to have Sonatype software operational to prevent any of the NAVFAC mission owners’ current infrastructure environment from going offline, which would prevent the fulfillment of the Navy’s various missions.
5. DETERMINATION OF THE BEST VALUE: In accordance with DFARS 208.7402, Departments and agencies shall fulfill requirements for commercial software and commercial software services, such as software maintenance, in accordance with the DoD Enterprise Software Initiative (ESI) (see https://www.esi/mil/). ESI promotes the use of enterprise software agreements (ESAs) with contractors that allow DoD to obtain favorable terms and pricing for commercial software and commercial software services. Additionally, prior to award, the Contracting Officer will conduct a price analysis in order to determine that the price is reasonable.
6. DESCRIPTION OF MARKET RESEARCH: In accordance with DFARS PGI 208.7403, after requirements are determined, the requiring official shall review the information at the ESI website to determine if the required commercial software or related services are available from DoD inventory (e.g., Golden Disks and DoD-wide software maintenance agreements). If the software or services are available, the requiring official shall fulfill the requirement from the DoD inventory. NITC reviewed the DoD ESI website and found that there is one BPA for Sonatype Software, N66001-21-A-0031 with Carahsoft Technology, Corp.
7. ANY OTHER SUPPORTING FACTS SUPPORTING THE JUSTIFICATION: This procurement uses a GSA Schedule and will be solicited and awarded in accordance with FAR Subpart 8.4.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: All future requirements will be handled on a case-by-case basis.
