About this file
This document is a compilation of questions and answers related to an Invitation for Bids (IFB) for the procurement of Safety Decals for the Illinois Department of Transportation (IDOT). The IFB requests bidders to provide samples of the decals prior to the bid opening and outlines the quantity of 9,000 decals required. The bid does not include a price sheet, and bidders are instructed to enter pricing directly into the BidBuy system. The IFB specifies testing requirements, including the use of an Atlas Weatherometer model and the application of decals on clean, dry glass. Bidders are also required to use a specific low-temperature adhesive, Ultracene or equal, for applications below 30°F. The bid has a 30-day delivery requirement after award and does not allow for any extensions or renewals.
Regarding pricing, the IFB states that pricing will be firm for the one-year contract term, and no price adjustments will be allowed for any extensions. There are no set-aside requirements mentioned, and the incumbent contractor is not identified. The funding source and amount are not specified in the provided information.

IFB Safety Decals- Questions & Answers:
1) How many of each sample decal do you need sent prior to the opening of the bid? Also, what is the address where you want the samples sent to?
Please see Section 1.4.1 of the IFB Contract for additional information and Section I.C.3 of the IFB Contract for the mailing address.
2) I see under Item #4 for the quantity it states: 26,824.25 each. Can you please check on this quantity?
The correct quantity of 9,000 has been updated.
3) In the past there was a price sheet attached with the bid documents. I didn’t see that this year. Will a price sheet be added for us to fill out?
Please enter pricing into BidBuy under the Items tab. There will be no price sheet.
4) Samples submitted with bid can they be of similar construction (window inspection decals inside and outside) and not the exact copy of bid?
Please see Section 1.4.1 of IFB Contract for additional information.
5) Pricing firm for the one year- understood. Can pricing be altered for any extensions?
There will be no extensions or renewals for this Bid.
6) Decals delivered 30 days after award? Or is this after testing and testing passes criteria.
is not negotiable?
Any testing will be conducted prior to awarding a vendor. Please see Section I.C.1 and I.C.2 of IFB Contract for additional information. 30-day deadline is firm.
7) Does this bid require to send a sample with the initial bid at the date of the closing, or will the sample be required after awarded?
Please see Section 1.4.1 of IFB Contract for additional information.
8) I will be out of the office for the next few weeks and was wondering if an extension would be possible to this date of perhaps 3-5 days?
Unfortunately, no extension will be allowed.
9) Are tests conducted immediately after removal from test condition? Contract states certificate is applied to clean dry glass acclimate for a period of 24 hours and then conduct tests. The testing procedure calls out temperatures required, and time required but doesn't explicitly state how quickly testing must be performed once removed from elevated or lowered temperature.
Testing would be conducted immediately after removal.
10) Can different solvent be used instead of Carbon Tetrachloride? What testing method should be used? Third party testing may be possible but the testing procedure isn't standardized and quantitative requirements are not stated in the contract. Do not want to bring reagent into the plant.
No official re-testing has been completed in the past 12 years but instead has been pasted down. Any chemicals/adhesive, testing, etc. that is included in the bid language regarding testing, meet the Vehicle Inspection Unit’s needs and will continue to be used.
11) Can testing be completed in Atlas weatherometer model Ci65A for the same period and exposure? Do clean dry glass panes have a UV rating? This will affect performance and actual exposure to UV light. Similar to transition lenses in glasses not darkening while in a vehicle but darkening while not behind UV inhibited glass. Accelerated weathering specifically calls out Atlas Weatherometer model XWR for three hundred hours. Angola has Ci65A in house and can test using that model otherwise outside sourcing will have to be investigated. Unsure of testing availability and scope of testing for this exact model.
No official re-testing has been completed in the past 12 years but instead has been pasted down. Any chemicals/adhesive, testing, etc. that is included in the bid language regarding testing, meet the Vehicle Inspection Unit’s needs and will continue to be used.
12) How is Ultracene being used in applications below 30°F? Contract states for application below 30°F Ultracene or equal will be used. Ultracene 722 is a low temperature hot melt adhesive.
No official re-testing has been completed in the past 12 years but instead has been pasted down. Any chemicals/adhesive, testing, etc. that is included in the bid language regarding testing, meet the Vehicle Inspection Unit’s needs and will continue to be used.
13) In the SAFETY AND SECURITY FEATURES section, you mentioned some confidentiality requirements, such as “furnish one of their supervisory employees to testify in court” and “24-hour guard service must be maintained by a certified security force approved by this Department. The name, address, and telephone number of the security force must be presented with the bid.” I would like to know, if we are a factory out of country, how can we meet these conditions?
This requirement is no longer needed.
