Statement of Work

AFCEC/COMX

Heavy Weight Fairlead Beam Assembly (3 Roller)

1. BACKGROUND: The Air Force Civil Engineer Center CEMIRT Division has a requirement for 40 each Heavy Weight Fairlead Beam with three (3) Rollers/Sheaves to support flying operations across Department of the Air Force installations with aircraft arresting systems.

2. SCOPE OF WORK: Prior to production of the required 40 each fairlead beam assemblies, the contractor shall meet the requirements of either paragraph 2.1. or paragraph 2.2 of this Statement of Work. The contractor shall conform with all requirements of this Statement of Work, applicable codes, specifications, industry standards, and federal standards. The contractor is responsible for providing all required equipment, material, labor, and parts required.

2.1. The offeror shall have successfully completed first article test requirements and specifically identified by Air Force Life Cycle Management Center as an authorized vendor to source, produce, and supply the fairlead beams.

2.2. Successfully obtain First Article Testing (FAT) approval in accordance with the requirements of paragraph 4 of this Statement of Work and FAR clause 52.209-4 First Article Approval-Government Testing, and must:

2.2.1. Adhere to the strict specifications, tolerances, codes, standards, and notes within USAF drawings (reference paragraph 3 of this Statement of Work)

2.2.2. Produce computer-aided design (CAD) drawings and comply with documentation practices per American Society of Mechanical Engineers (ASME) standard Y14.1, unless otherwise noted by AFCEC/COMX

2.2.3. Have all necessary tools, equipment, personnel, facilities, etc. to produce or acquisition parts, components, or hardware associated with fairlead beams

2.2.4. Fabricate or acquisition parts, components, or hardware to specific dimensions and tolerances per ASME Y14.5

2.2.5. Fabricate or acquisition precision parts from large sheets of steel material with a water jet or laser cutting system. These parts will not be cut utilizing free hand methods.

2.2.6. Follow welding and inspection processes in accordance with American Welding Society (AWS) D1.1 for critically loaded structures. Additionally, welders and inspectors shall be certified in accordance with AWS D1.1.

3. TECHNICAL REQUIREMENTS: The contractor shall provide 40 each heavy weight fairlead beams assemblies with three rollers/sheaves. Each fairlead beam assembly must meet the attached drawing specifications and notes, and be in accordance with the following:

3.1. National Stock Number: 1710-01-098-4984

3.2. Part Number: 52-W-2295-201

3.3. Paint: High Gloss Green Paint

3.3.1. MIL-PRF-85285, Revision E, Type II, Class H, Color Code 14052

3.3.2. Recommended Vendors: Hentzen Coatings, Deft, or PPG Aerospace

3.4. Primer: Dark Green Epoxy Primer

3.4.1. MIL-PRF-23377K, Type II, Class N

3.4.2. Recommended Vendors: Hentzen Coatings, Deft, or PPG Aerospace

4. FIRST ARTICLE TESTING (FAT) Requirements:

4.1. FAT shall be required of any contractor who has not undergone, completed, and received approval for the item(s) being furnished under this contract or has not produced it for the US Air Force within the last 3 years.

4.2. The first article shall be in accordance with the scope of work, and all applicable drawings, technical specifications, engineering and special instructions.

4.3. The FAT process shall be coordinated through AFCEC/COMX to meet the form, fit, function, and configuration conformity requirements. FAT Approval shall be obtained no later than 285 calendar days after contract award.

4.4. The contractor shall submit PDF file drawings to AFCEC/COMX within 60 calendar days after contract award. The government review will be completed within 15 calendar days of receipt of a complete drawing submission.

4.5. The contractor shall submit the first article for the form, fit, function, and configuration conformity check in accordance with the following:

4.5.1. Contractor shall be responsible for delivering the first article to the address below, clearly marked with “First Article Test Exhibit” no later than 180 calendar days after receipt of government drawing review.

4.5.2. The first article will be considered “submitted” to the government on the date it arrives at AFCEC/COMX, Tyndall AFB, FL.

4.5.3. The contractor shall submit a copy of all applicable drawings, specifications, engineering instructions, certifications, and inspection sheets.

4.5.4. AFCEC/COMX will not accept any third-party results initiated, provided, or completed external to the government. (except for para 4.6.1.1 and 4.6.1.2).

4.5.5. In the event the contractor submits the first article prior to 180-day suspense after receipt of Government drawing review, the contractor may use the remaining time to correct any deficiencies (if required) noted during the FAT.

4.6. Upon Government receipt of the initial first article, AFCEC/COMX will perform the form, fit, function, and configuration conformity check within 30 calendar days to verify all operational and configuration aspects of the first article.

4.6.1. In the event that the initial first article has deficiencies, the contractor shall assume responsibility for all costs associated with required third party verification to be conducted at the government designated facility. Government approval of the third party utilized must be obtained prior to the conduct of any third party lab verification of all characteristics of items to include dimensions, materials, welds, hardware, and components. Upon receipt of the third party verification data, the Government will perform visual inspection, inspection of material certifications, inspection of welder’s certifications, and inspection of shipment invoices.

4.6.2. If the contractor fails any verification inspection, the contractor shall be responsible for all expenses associated with correcting the first article deficiencies, and any additional third-party verification inspections required to be conducted at the government designated facility, to include freight to/from Tyndall AFB, FL and the contractor’s facility.

4.6.3. AFCEC/COMX shall coordinate with the LSE Air Force Aircraft Arresting System Engineer to obtain rejection, conditional approval, or approval of the first article and must provide this documentation to the contracting officer.

4.7. The approved and conditionally approved first article shall be retained by the government for use. Retention of this item will qualify as the first production item.

5. DELIVERY/SHIPPING PROTOCOL:

5.1. Only authorized/approved Air Force Life Cycle Management Center (AFLCMC) vendors shall deliver Heavy Weight Fairlead Beam Assemblies in accordance with all terms and conditions of the contract.

5.2. If the contractor does not possess FAT approval at the time of contract award, delivery of the required Heavy Weight Fairlead Beam Assemblies shall be in accordance with the FAT procedures detailed in paragraph 4 of this Statement of Work. Upon receipt of first article approval, the contractor shall deliver Heavy Weight Fairlead Beam Assemblies in accordance with the terms and conditions of the contract.

5.3. The contractor shall coordinate with the POCs below 30 days prior to delivery and will utilize the following address:

5.4. Any Heavy Weight Fairlead Beam Assembly with structural, component, or excessive paint damage received during shipment will be refused. AFCEC/COMX is the authority to refuse equipment but will provide documentation to the contracting officer.
