About this file
This document is a Sources Sought notice and Question and Answer related to a federal contract opportunity for Local Telecommunications Service at Joint Base Elmendorf-Richardson (JBER), Alaska.
The Sources Sought notice is for market research purposes only and not a formal solicitation. It seeks information from interested parties on their ability to provide the required telecommunication services, including details on previous experience, pricing, delivery, and recommendations to improve the acquisition approach. The services must support JBER 24/7/365 and include specific connectivity requirements outlined in an attached Draft Performance Work Statement. Responses are due within 10 calendar days. The Air Force will review the submissions to determine if a formal solicitation will be issued at a later date. The Question and Answer clarifies that the 30-day cutover period referenced in the Draft PWS is from the time the new service is available, not from contract award.

Question: “The Draft PWS states the Cutover for this site is: 30 days. Is that 30 days from award, or 30 days from the time new service is available for cutover?”
The vendor is referencing the Draft PWS dated 11 Dec 2023, V1.0, paragraph 4.3.2 “Cutover for this site is: 30 days. The Contractor shall develop an initial Installation and Cutover Plan for submittal to the
Government with their technical quote. A final plan may be requested by the Government and shall be provided NL T five working days after contract award. This plan shall include installation of the initial required services for cutover of local L TS requirements, along with the recommended time frame to complete the cutover process. The Contractor shall coordinate deviations from the proposed installation plan with the Government POC prior to any work commencing in the affected area. The Contractor shall ensure that all circuits, equipment, and service provided by the incumbent, under the prior contract, are disconnected/discontinued upon successful cutover. At this point, the Contractor shall inform the
Government POC that the previous provider's equipment is no longer needed and may be removed by the previous provider. Any omissions or discrepancies in the installation/cutover plans do not relieve the
Contractor of its responsibility to install, cutover, and perform all services identified in this requirement.
It is the Contractor's responsibility to resolve any issues associated with these efforts within a time agreed upon by the Government POC and the contractor.”
Answer: 30-Calendar Days from the time the new service is available.
