About this file
This document is an Addendum to a GSA Blanket Purchase Agreement (BPA) for Simplified Acquisition Construction Services in Region 1 (New England). The BPA establishes a network of contracts to quickly and efficiently address repetitive construction needs below the Simplified Acquisition Threshold of $250,000, including repair and alteration projects.
Key details include:
- The period of performance requires the contractor to commence work within a specified number of days and complete the work within a stated timeframe, with potential liquidated damages for late completion.
- The contractor must submit and manage a detailed project schedule, and the government has the right to withhold payment for non-compliance.
- The contract utilizes a design-build project delivery method, with the contractor responsible for retaining licensed design professionals.
- Required bonds or payment protections are specified based on the contract value.
- The contract is a 100% small business set-aside under NAICS codes identified in the solicitation.

The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
(c) As defined in GSAR 552.211-10(a)(1), for the purposes of FAR 52.211-10, Commencement, Prosecution and Completion of Work, and, if applicable, FAR 52.211-12, Liquidated Damages-Construction, the work shall be deemed complete when it is

(f) Unless a shorter period for updates is specified elsewhere, the Contractor shall update the
Project Schedule weekly to reflect its actual progress in completing the Work, and submit the updated Project Schedule to the Contracting Officer.
(g) If the Contractor revises the Project Schedule after initial submission, the Contractor shall provide in writing to the Contracting Officer a narrative describing the substance of the revision, the rationale for the revision, and the impact of the revision on the projected substantial completion date.
(h) If at any time the Contracting Officer finds that the Project Schedule does not comply with any Contract requirement, the Contractor shall, upon written notice of exceptions taken by the Contracting Officer, revise the Project Schedule, adjust activity progress, or provide sufficient information demonstrating compliance.
(i) If the Contractor fails to sufficiently address the Contracting Officer's exceptions to the
Project Schedule within [Contracting Officer insert appropriate time frame] calendar days of written notice of same, the Contracting Officer may withhold retainage until the
Project is Substantially Complete or until such time as the Contractor has complied with
